Additional Description/Analysis
Issue Detail: The Northwood School Access Improvements Project includes pedestrian improvements for better walkability and accessibility to the Northwood Elementary School, the Swanston Light Rail Station, and other destinations in the community. The project will install new curb, gutter, planters, and sidewalk along El Camino Avenue, Lexington Street, Clay Street, Frienza Avenue, and Taft Street. The project will also resurface pavement and install new street and pedestrian-scale lighting, drainage systems, and signal modifications.
The project is funded with federal transportation and community development block grant funds and local transportation funds.
The City has a professional services agreement with Wood Rogers, Inc. to provide engineering services for the project. The Project Plans and Specifications for the project were completed, allowing the project to bid for the construction and construction management services necessary to build the project.
In compliance with City Code Chapter 12.56.040, to accommodate construction of the installation of sidewalk, curb and gutter and other pedestrian improvements, a design modification was not feasible to avoid removal of five trees and a written notice of the proposal to remove the trees was posted on the trees on June 2, 2023. Pursuant to City Code Chapter 12.56 and City Ordinance No. 2016-0026, the City Council approval is needed to remove the trees for construction of the Project.
Policy Considerations: The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-day review on June 8, 2023, in compliance with the City Code.
The actions requested herein are consistent with the City’s goals of improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
File ID: 2023-00666 6/20/2023 Consent Item 14.
M 1.2.1 - Multimodal Choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M1.3.2 - Eliminate Gaps: The City shall eliminate “gaps” in roadways, bikeways, and pedestrian networks.
M 2.1.6 - Pedestrian Awareness Education: The City shall continue pedestrian safety outreach to the public through the City’s website and develop partnerships with local organizations to develop educational materials and programs that promote pedestrian awareness.
M 2.1.7 - Safe Pedestrian Crossings: The City shall improve pedestrian safety at appropriate intersections and midblock locations by providing safe pedestrian crossings.
This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). El Camino Avenue is on the High Injury Network, which includes corridors with the highest rates of traffic-related fatalities and injuries.
Economic Impacts: This new infrastructure is expected to create 20 total jobs (11.5 direct jobs and
8.5 jobs through indirect and induced actives) and create $3,087,146 in total economic output ($1,945,851 of direct output and another $1,141,294 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The project was determined to be exempt from CEQA pursuant to CEQA Guidelines sections 15301(c), 15302, and 15303(d)(e). The project consists of the operation, repair and minor alteration of existing public facilities, mechanical equipment, and topographical features including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The project consists of the replacement of existing traffic signal equipment where the new equipment will be located
File ID: 2023-00666 6/20/2023 Consent Item 14.
in the same general area as the equipment to be replaced and will have substantially the same purpose and capacity. The project consists of the construction or relocation of limited numbers of small facilities and equipment, including but not limited to street improvements and utility systems. On January 7, 2020, the City approved a Categorial Exemption in compliance with CEQA for the project (Motion No. 2020-0006).
National Environmental Policy Act (NEPA): For this project, The California Department of Transportation (Caltrans) is the lead agency for NEPA. On January 22, 2020, Caltrans approved a Categorical Exclusion in compliance with NEPA.
The Sacramento Housing and Redevelopment Agency (SHRA) is the NEPA Responsible Entity (RE) for the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds and will complete a NEPA review in compliance with 24 CFR Part 58 prior to undertaking any choice limiting action. SHRA anticipates that this project will require completion of a Categorical Exclusion pursuant to NEPA.
Sustainability: The project is consistent with sustainability goals of promoting walking by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system.
Commission/Committee Action: City staff presented the project to the Disabilities Advisory Commission (DAC) on March 1, 2023. The DAC was supportive of the project. The DAC commented on interest in participating in the upcoming educational outreach program to the Northwood Elementary School during and after construction of the project.
Rationale for Recommendation: Wood Rodgers, Inc. provided professional services during the preliminary engineering and design phases of the project per City Agreement No. 2021-0229. The City Council approval is required to reset the City Manager’s authority to issue supplemental agreements for engineering support services during construction per Sacramento City Code Section
3.60.210.
The project was advertised for construction on April 5, 2023, and bids were received on May 3, 2023.
The bids are summarized below:
Contractor Bid Amount DBE (Goal 22%)
McGuire and Hester $5,665,319.50 0%
All-America Construction, Inc. $5,454,592.95 34.8%

The Engineer’s Estimate was $4,602,479.
File ID: 2023-00666 6/20/2023 Consent Item 14.
Of the three bidders, Martin General Engineering, Inc. was found to be the lowest responsive and responsible bidder. It is recommended that the construction contract for the Northwood School Access Improvements Project (T1586100) be awarded to Martin General Engineering, Inc.
On April 4, 2023, a Request for Proposals (RFP) for the Northwood School Access Improvements Project was advertised to competitively select a consulting firm for construction management services of the project. One proposal was received and reviewed by a panel of technical staff. Per the qualifications criteria established in the RFP, UNICO Engineering, Inc. was the top ranked consulting firm to perform the required services. Staff recommend entering into a Professional Services Agreement with UNICO Engineering, Inc. in an amount not to exceed $599,360. City Council approval is necessary to award and execute the Professional Services Agreement.
Financial Considerations: The total estimated cost of the Northwood School Access Improvements Project (T15186100), including engineering, right of way acquisition, construction, and construction management is approximately $7.9 million.
With the budgetary adjustments listed in the table below, the project will have a total budget of approximately $7.9 million and there will be sufficient funding to award the construction contract to Martin General Engineering, Inc. for an amount not to exceed $4,999,954, execute a construction management contract with UNICO Engineering in an amount not to exceed $599,360, execute Supplemental Agreement No. 6 to the City Agreement No. 2021-0229 with Wood Rodgers, Inc. in an amount not to exceed $85,500, and cover the remaining construction management and all other project related costs.
