Recommendation: 1) Conduct interviews of applicants to the Administration, Investment, & Fiscal Management Board for Seats D and E: a member appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commission and agencies; 2) discuss candidates eligibility; and 3) recommend appointment to Mayor and Council unless additional discussion in a subsequent meeting is needed.

Description/Analysis
Issue Detail: Prior to forwarding nominations to the Mayor for appointment, the Personnel and Public Employees Committee conducts interviews of applicants for open board and commission positions.

Policy Considerations: Members are appointed in the manner provided by the Charter of the City of Sacramento for the appointment of members of City boards, commission, and agencies.

Economic Impacts: None.

Environmental Considerations: California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).

Rationale for Recommendation: When a position on a City board or commission becomes available through term expiration or resignation, the Office of the City Clerk conducts a recruitment for interested parties. When the application period has closed, the Personnel and Public Employees Committee conducts interviews of the applicants and forwards nominations to the Mayor for appointment. The appointment is then confirmed by the whole council.

I serve on the CalSTRS board, the largest teacher only pension fund in the world, on behalf of the State Superintendent of Public Instruction, and in that role I help administer the retirement fund by setting policies and making rules for the system and and am responsible for ensuring benefits are paid by the system in accordance with law.

I am interested in serving with the Administration, Investment, and Fiscal Management Board as I believe I have both the qualifications and experience to provide an informed and valuable perspective to the board members and staff. I have extensive background in public finance, and retirement
programs and deferred compensation in particular, and have served on other boards for the City of Sacramento and other community groups.

I have served in senior executive finance positions for the last 21 years, including four years overseeing budgets and finance in Sacramento local governments. I am currently the CFO at Metro Fire, overseeing cost planning and liability reduction strategies for both pensions and OPEB. I was recently elected to the Sacramento County Treasury Oversight Committee and oversee personnel responsible for our defined contribution program. With the Sanitation Districts Agency I sat on the defined contribution oversight board for Sacramento County.

In my state career I oversaw the State Controller's staff assigned to CalPERS and CalSTRS, helping to set
administration and investment policies.
