Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) recommends rejecting the bids for the North Natomas Regional Park Great Meadow Project. The solicitation of bids for this project was issued and eight bids were received on March 15, 2023 (Bid #B23191121008). All the bids exceeded the project budget. City staff is recommending rejecting bids due to lack of funding to award a construction contract. If additional funding is identified, the City may rebid the North Natomas Regional Park Great Meadow project at that time.
The scope of the project included development of 6.32-acres of undeveloped park land. The proposed improvements consisted of clearing and grubbing, fine grading, irrigation, concrete walkways, group picnic areas, site furnishings, turf and shrub planters.
North Natomas Regional Park is a 212.31-acre regional park located at 2501 New Market Drive in Council District 1.
Policy Considerations: The action requested is required under City Code Chapter 3.60, which requires City Council approval to reject bids for contracts of $250,000 or more.

Rationale for Recommendation: A request for bids was advertised on February 16, 2023, and eight bids were received on March 15, 2023. The lowest responsible bid received substantially exceeded the project budget. As a result, all bids should be rejected.
