Policy Considerations: Providing parks and recreation facilities is consistent with the City’s General Plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Economic Impacts: None.

Environmental Considerations: This report concerns fiscal activities that do not constitute a "project" as defined by the California Environmental Quality Act Guidelines Section 15378(b)(4).

Environmental review of each project will occur before construction is authorized.

Sustainability: The proposed park projects have been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010.

The park will advance the goals, policies, and targets of these plans by improving the health of all residents through access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials, if available. The park development will include sustainable design and maintenance guidelines by replacing existing irrigation equipment with updated efficient irrigation equipment.

Commission/Committee Action: Not Applicable
Rationale for Recommendation: The goal of these recommendations is to allow YPCE to deliver these projects during the 2023 and 2024 construction seasons.

The City has an IPA with SHRA utilizing 2022 CDBG funding for Camellia Park Improvement Project, Chorley Park Project, and Nunn Park Project.

Financial Considerations: With the approved IPA, an increase of revenue and expense budgets will be made to the projects listed below:

Project Name (Project No.) Funding Source Fund (Fund No.) Amount ($) D6 CDBG Median, Nunn and
Camellia Park (L199114000)
CDBG CDBG (Fund 2700) 400,000
