Additional Description/Analysis
Issue Detail: The Police Department (PD) requests that the City Council increase its authorized fleet by 14 units and recommends transferring FY2022/23 operating budget resources to its fleet multi- year operating project (MYOP) (I06110000) and capital improvement project (CIP) (F11100700).

Transferring existing FY2022/23 operating budget resources negates the need to increase FY2023/24 appropriations to acquire these vehicles and related equipment.

Policy Considerations: The recommendations in this report are in accordance with the Fleet Purchasing/Budgeting Policy (API 4005), which requires City Council authorization to increase the fleet and to augment budget authority, and with Resolution 2022-0198, Sections 7.2, 10.11, and 13.9, which requires a City Council resolution to transfer appropriations equal to or greater than $250,000

between two or more departments.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in are of an administrative nature and are not considered to be a project in accordance with Section 15378(b)(2) of the guidelines.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: The PD has been using its operating budget resources to sustain operations by retaining vehicles that would have otherwise been decommissioned. To remedy this, PD requests authorization to increase its authorized fleet by 14 additional assets. The vehicles will be deployed as follows:

Internal Affairs Division, $215,000:

Five unmarked sedans will support the 5.0 FTE positions that will be transferred to the unit. These positions are being reallocated to the division to provide consistency and improve timeliness of investigating and resolving complaints. The estimated cost includes the initial purchase and upfit of the vehicles.

Mental Health Response Unit, $331,290: Three marked utility vehicles (UVs) are requested to replace three retained marked UVs assigned to the Mental Health Response Unit. The unit’s primary purpose is to contact, transport, and/or refer individuals in crisis to mental health resources. Given the sensitive nature of the calls assigned to the unit, these new UVs will not be traditional black-and-white patrol vehicles. Instead, these units will be painted entirely white so they’re easily recognizable as non-enforcement service vehicles. The estimated cost includes the purchase and upfit of the vehicles, as well as costs to purchase and install standard technology and equipment such as a mobile data computer, a radio, safety door panels, and on-going cellular connectivity.

Major Collisions Investigations Unit, $86,000:

Two unmarked sedans are needed for the 2.0
FTE positions that were reallocated to the unit in 2022. These vehicles will be assigned to the detectives who must respond to and investigate major or fatal collisions. The estimated cost includes the purchase and upfit of the vehicles.

Mobile Camera Trailers, $254,000: The PD uses mobile camera trailers to address community complaints, deter crime (e.g., illegal sale/use of narcotics, prostitution, etc.), and discourage other nuisance issues (e.g., illegal dumping, graffiti, etc.). The trailers are also deployed to

other nuisance issues (e.g., illegal dumping, graffiti, etc.). The trailers are also deployed to monitor suspected unlawful cannabis operations. The PD currently has three trailers that are beyond useful life and are no longer serviceable. The PD recommends replacing the three existing assets and purchasing an additional asset, for a total of four trailers.

Financial Considerations: The PD can implement the recommendations with existing FY2022/23 operating budget resources if permitted to make the transfers to the recommended MYOP (I06110000) and CIP (F11100700) projects. The below table summarizes the amounts to be transferred into each project:

MYOP
I06110000
CIP
F11100700
Total
Internal Affairs, 5 sedans 215,000 0 $215,000

This item does not, itself, include contracts for new assets. The Fleet Management Division will facilitate solicitation, procurement, and acquisition of the new assets on behalf of the PD at a future time.
