1-Description/Analysis
2-Change Order No. 2 Overhead Door Company of Sacramento Additional Description/Analysis
Issue Detail: In 2018, the City Council authorized the City Manager to execute contracts as part of an On-Call Contract Service List for a period of five years with several vendors for ongoing services for City facilities. In total, 69 contractor service agreements were executed in varying amounts. The current list will expire on July 24, 2023, so a new on-call list is being procured.

The City uses Overhead Door Company of Sacramento (Contract 2018-1073) to handle emergency repair and maintenance services related to overhead doors throughout the city. Often these repairs are required rapidly as they affect critical infrastructure buildings such as fire stations. Contract costs for these services have been expended at a greater rate than anticipated. Change Order No. 2 for Overhead Door Company of Sacramento will increase the not-to-exceed amount of Contract 2018- 1073 by $430,000 for a new not-to-exceed amount of $1,230,000 to meet expected needs through the end of the contract term and allow the facilities maintenance staff to continue the “best practices”

for cost effective and efficient maintenance and repair.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Chapter 3.60, which requires City Council approval of actions that exceed certain threshold funding amounts or percentages.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve services for the repair of existing structures with no expansion beyond the previously existing level of use and are therefore considered to be an exempt project or activity in accordance with Section 15301 of the CEQA Guidelines.

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Approval of Change Order No. 2 in the amount of $430,000 for Contract 2018-1073 is required to allow for continued timely and cost-effective delivery of facility maintenance projects through contract expiration on July 24, 2023.

Financial Considerations: Purchase orders encumbering funds under the agreement will not be created until projects are identified. Funding for each purchase order will be provided for in capital improvements project budgets, which could include local or state funds, or in department operating budgets as projects are identified.

Local Business Enterprise (LBE): Overhead Door Company of Sacramento is an LBE.
