Additional Description/Analysis
Issue Detail: The City’s current contract for Non-industrial Medical Services for City Employees and Job Applicants is expiring in June 2023. On May 3, 2023, the City issued a Request for Proposals (RFP) P23081361007 for Non-industrial Medical Services for City Employees and Job Applicants to identify qualified firms to provide the highest quality service, with the best overall value for the City, at the most reasonable cost. Seven proposals were received in response to the RFP. Each proposal was reviewed by a four-person review panel, which included City staff with knowledge and understanding of the needs related to the City’s non-industrial medical services.

Staff have thoroughly reviewed all proposals submitted for the non-industrial medical RFP. Nonindustrial medical services include a range of services, including pre-employment physicals and drug screenings, Department of Transportation (DOT) drug/alcohol testing for existing employees, and audiometric testing. Some firms submitted proposals for very specific services they specialize in providing, such as on-site audiometric and drug and alcohol testing. All firms demonstrated they have qualified medical staff and facilities, as needed, to complete comprehensive pre-employment and reoccurring medical exams for City candidates and employees. The City has worked with many of the firms that submitted proposals and all are in good standing.
In recent years it has become increasingly difficult to find providers who are adequately staffed with medical professionals who provide non-industrial medical services. To ensure the City has reliable and alternative options to clear applicants through the pre-employment screening process and meet DOT and Cal/OSHA requirements, based on the outcome of this RFP, staff recommends approval of Professional Services Agreements with the following firms for the specific services offered. · Occu-Med
· MyNP.com Nursing Corporation
· Mobile-Med Work Health Solutions, Inc.
· Sacramento Mobile Drug & Alcohol Testing
· Safe Hearing America, Inc.
· RAD Testing & Mobile Collection
Policy Considerations: Council approval is required to execute agreements for services if the amount to be expended under each such agreement is $250,000 or more. This recommendation is consistent with City Code section 3.56 and in accordance with Procurement Policy Number AP-4101 Section 1.1(b).]
Economic Impacts: None.
Environmental Considerations: California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined

by CEQA Guidelines sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA. (CEQA Guidelines, section 15060(c)(3).)
Sustainability: Not applicable.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: In recent years it has become increasingly difficult to find providers who are adequately staffed with medical professionals who provide non-industrial medical services. If contracts are established with all firms, the City can ensure it has reliable and alternative options to clear applicants through the pre-employment screening process and meet Department of Transportation (DOT) and Cal/OSHA requirements. Additionally, the City currently works with six of the seven firms who submitted proposals and has established practices with each who provide specific services such as on-site medical exams for the Youth, Parks and Community Enrichment Department’s mass hiring events, on-site DOT drug/alcohol testing for commercial drivers, largescale on-site audiometric testing for all employees in the Hearing Conservation Program, and specialized medical exams for Police and Fire Department candidates and employees.
Financial Considerations: Funding for this contract is included in the Human Resources fiscal year 2023/24 operating budget. Funding for future fiscal years beyond FY2023/24 and any supplemental contracts is subject to Council approval.
Local Business Enterprise (LBE): LBE Preference was included in the sourcing event.
