Additional Description/Analysis
Issue Detail:
Sump 55 is a sewage facility that is owned by the Sacramento Regional County Sanitation District and operated by the Department of Utilities. The facility was constructed in 1959 and modified in 1977. The existing station was demolished, and a new sump station was constructed in 2002. This facility contains four submersible pumps. Each pump has a flow capacity of 3.6 million gallons per day (MGD). The VFD is used to control the speed of the pump, so the pump output matches the inflow into the sump. Each VFD has bypass capability in case of a VFD failure.
File ID: 2023-00779 6/27/2023 Consent Item 34.
The existing VFDs and associated components have either failed and/or needed numerous repairs in the past. These units are obsolete and replacement parts are nonexistent as they are no longer supported by the manufacturer, so replacement is the only option.
Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Section 3.60.170, which states “the restrictions and provisions of City Code requiring the award of contracts by competitive bidding shall not apply when, upon two-thirds vote of the City Council, it is determined that it is in the best interests of the City to suspend competitive bidding for any contract.”
The recommendations in this report are also in accordance with the provision of Section 10.11 of the FY2022-23 Budget resolution, which states that “Appropriation changes more than and including $250,000 in total for any project must be approved by resolution of the Council.” Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act (CEQA): The activity described in this report has been determined to be exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(b) and 15302(c). The activity consists of the operation, repair, and maintenance of existing utility systems [15301(b)] and the replacement of existing utility systems and/or facilities involving negligible or no expansion of capacity [15302(c)].
Sustainability: The proposed project is consistent with the 2035 General Plan as it will improve infrastructure reliability, by increasing the reliability of the facility.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: Due to the lack of available parts and the criticality of these pumps to remain in operation, staff is recommending approval of an Agreement with Siemens Industry Inc. (Siemens), to replace the existing VFDs using the existing enclosures.
City Code Section 3.56.230 allows the City Council to suspend competitive bidding when the City Council determines that it is in the best interest of the City to do so.
Siemens is the only company that will retrofit the existing enclosures with a new VFD and reuse the existing components. This significantly reduces the cost to install new VFDs. The existing components within each enclosure are readily available and can be maintained. Other manufacturers wanted to replace the entire VFD, associated components, and enclosures.
Financial Considerations: The proposed Agreement with Siemens Industry Inc. has a maximum 1-
File ID: 2023-00779 6/27/2023 Consent Item 34.
year term for a not-to-exceed amount of $229,992.
The total project cost is estimated at $270,000 which includes the VFDs, project management and inspection costs. Staff recommends increasing the revenue and expenditure budgets in the Facilities Elec Rehab Program (X14131500, Fund 6206) in the amount of $47,021. The costs incurred for this project will be reimbursed by the Regional Sanitation District as the owners of the asset.
There are no General Funds allocated or planned for this project.
Local Business Enterprise (LBE): Siemens Industry Inc. is not an LBE. The minimum LBE participation requirement is waived as the City is suspending competitive bidding and utilizing an alternate procurement method to select a vendor.

BACKGROUND
A. Sump 55 is a sewage facility that is owned by the Sacramento Regional County Sanitation District and operated by the Department of Utilities. The facility was constructed in 1959 and modified in 1977. The existing station was demolished, and a new sump station was constructed in 2002. This facility contains four submersible 90hp, 480VAC three-phase motors/pumps. Each pump has a flow capacity of 3.6MGD. The VFD is used to control the speed of pump, so the pump output matches the inflow into the sump. Each VFD has bypass controls in case of a VFD failure.
The existing VFDs and associated components have either failed and/or needed numerous repairs in the past. These units are obsolete and replacement parts are nonexistent as they are no longer supported by the manufacturer, so replacement is the only option.

Other manufacturers w anted to replace the entire VFD, associated components, and enclosures.
C. City staff has transferred funds in the amount of $222,979 into the Facility Electrical Rehab Program (X14131500, Fund 6206).
D. A budget augmentation of $47,021 into the Facilities Elec Rehab Program (X14131500, Fund 6206) is required to provide sufficient funds for the Sump 55 VFD Replacement Project to accommodate the additional work necessary to complete this project. The costs incurred for this project will be reimbursed by Sacramento County Regional Sanitation District as the owners of the asset.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. Suspending competitive bidding for the Sump 55 Variable Frequency Drive Pump Controller Replacement is in the best interest of the City.

City of Sacramento
Subject: Cutler Hammer Drive Upgrade Sump 55
Siemens Proposal Number Q23158902REV2
Dear Mr. Barry Neal,
Siemens is pleased to offer this proposal to upgrade existing Cutler Hammer drives to SINAMICS W series drives at City of Sacramento. The approach to replacing the existing drives varies depending on the horsepower (due to cabinet size limitations for retrofitting). In general drives 40HP and larger can be retrofitted using the existing cabinet, while smaller drives must be replaced with complete new enclosed drives.
New drives will be 18-pulse (clean power) to match the existing drives. The proposed scope of equipment and services to accomplish upgrade of City of Sacramento drives are outlined in pages that follow.
This offer includes firm pricing for the new drive(s) and the engineering related to drive specification and installation design.
Benefits of upgrading to the SINAMICS W series low voltage drives:
1. SINAMICS VFD’s provide the most advanced features, ease of startup and flexibility of any product line in the world, with options for technical support over the life of the drive.
2. Opportunity to review each application and increase performance, control and monitoring capability.
3. Retrofit solution (40HP or greater) will reduce cost by taking advantage of the following:
a. Utilize the existing drive cabinet enclosures, conduits and cables. b. Avoid 3rd party engineering cost for installation design to accommodate new drive cabinets into existing spaces and re-routing of conduits/cables.
c. Reuse existing circuit breaker, transformer and other power components (as applicable). d. Reduce downtime by replacing only internal components vs. complete new drive and cabinet installation. e. Reduced interference to plant operations.
f. Significant cost savings estimated at least 30% over the new enclosed drive solution.
W
e welcome the opportunity to review this offer with you and make any adjustments to the approach or equipment features that might better fit your needs.
Please note the “Purchase Order Requirements” on page 9 to ensure that the order is processed without delay.
Thank you for this opportunity to be of service and for your interest and confidence in our abilities. Please feel free to contact me with any questions.
Sincerely yours,
Keith Patrick
