Description/Analysis
Issue Detail: Council adopted Resolution 2023-0158 dated May 30, 2023, accepting the $100,000 for the North Natomas Youth Workforce Development Program, establishing both project (I19145000) and the revenue and expenditure budgets. This report is to approve the 1.23 FTE (one (0.47 FTE) Senior Recreation Aide and two (0.38 FTE) Recreation Aides) responsible for implementing the various components of the program. Sacramento Housing and Redevelopment Association (SHRA) administers the collection of the Supplemental Annual Administrative Fees (Fees) on behalf of the City of Sacramento. The Fees are collected from multifamily low-income housing developments which were financed with Mortgage Revenue Bonds issues by SHRA. The Fees are paid only by developments that file a Welfare Tax Exemption on property taxes due under Revenue and Taxation Code Section 214. Under the exemption property taxes are waived based on the number of units that are restricted to low-income families under a regulatory agreement. This statute requires that the property tax savings must be used to benefit the low-income housing residents. In North Natomas,
File ID: 2023-00879 7/25/2023 Consent Item 2.
there are eight affordable housing apartment complexes that file for the property tax exemption and pay the Fees. In the past, SHRA has used the Fees to contract with a service provider to offer after school and summer youth enrichment programs. SHRA and City staff have agreed to use these Fees to establish a North Natomas Youth Workforce Development Program. This program opportunity provides approximately 90 young people, 13-18 years of age, from the eight identified housing complexes the ability to engage in a six-week stipend-based workforce learning program. Sessions provide access to and exploration of various tools and skills utilized in the workforce environment.
These “life skills” can be integrated in to navigating personal day-to-day challenges experienced by youth. The in-person sessions include hands-on activities grounded in youth development principles where participants engage in critical thinking and discussion with peers and adult allies.
Policy Considerations: Any increase or decrease in FTE by department or by fund as authorized in the Operating Budget, by subsequent approval of the Council, or by the City Manager in accordance with this resolution, is subject to approval by the Council per City Resolution No. 2023-0205 Section 8.1.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Section 15378(b)(2) and (b)(4) and not subject to the provisions of CEQA.
Sustainability: None.
Commission/Committee Action: None.
Rationale for Recommendation: Request authorization to establish the 1.23 FTE positions needed to administer the program. These positions are needed as the Department does not have enough positions in the current budget to administer the program. Without the positions YPCE will be unable to staff the program.
Financial Considerations:
Cost for the additional 1.23 FTE staff needed to operate the Youth Workforce Development Program will be covered by the funding received by SHRA annually to project (I19145000). These positions are temporary and will be active until funding ends. No General Fund/Measure U will be used for this program.
Staff recommends the following positions to administer the program:
File ID: 2023-00879 7/25/2023 Consent Item 2.
Sr. Recreation Aide (1 @ .47) .47 FTE
Recreation Aides (2 @ .38) .76 FTE
Total 1.23 FTE
Local Business Enterprise (LBE): None.
