1-Description/Analysis
Description/Analysis
Issue Detail: On April 27, 2023, the Department of Youth, Parks, & Community Enrichment (YPCE) Park Maintenance Division issued an Invitation for Bid for Pond Maintenance and Testing in City Parks (IFB No. B23191311005). Only one company bid on the solicitation. The proposed costs within the bid exceeded what staff anticipated and the available funding. Staff believes that by reducing the bid’s scope to match that of the previous year’s scope, a larger competitive bidding arena will be created. Staff also believes that future bids will more closely align with available funding. YPCE staff will revise the bid documents and reissue an invitation for bids at a future date.

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 regarding the rejection of bids for non-professional service contracts of $250,000 or more.

Economic Impacts: None.

Environmental Considerations: No environmental review is necessary because the recommendation in this report involves an administrative action that is not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Costs within single bid received were more than expected and the available funding.

Financial Considerations: The Park Maintenance Division’s annual operating funds allocated for the pond maintenance and testing are approximately $420,000 for a three-year contract term. Based on the single bid received (with an increase in scope and service levels), the estimated total is approximately $627,221 for the potential three-year period, which is substantially higher than expected and exceeds our available funding. It is recommended that this bid be rejected and rebid with a revised scope. Staff does not recommend allocating additional funding to cover the difference.

Rejecting all bids has no impact on the department operating budget.

Local Business Enterprise (LBE): Not Applicable.
