Description/Analysis
Issue Detail: The Marysville Boulevard Vision Zero Safety Project (T15216300) is located on Marysville Boulevard between Arcade Boulevard and North Avenue. This section of Marysville Boulevard was identified in the Vision Zero Top 5 Corridors Plan which prioritized safety improvements on the corridor. Improvements identified for the Marysville Boulevard corridor include a road diet (reduction of a travel lane), bicycle lane gap closures, upgrading existing bike lanes to protected bike lanes, sidewalk improvements, pavement repair, upgrading existing unsignalized intersections to controlled crossings, modifying existing traffic signals, a new pedestrian signal, and signing and striping.
In addition to the improvements identified in the Vision Zero effort, the City is considering future improvements to the Marysville Boulevard and Del Paso Boulevard intersection which may include a roundabout or other intersection modifications. An Intersection Control Feasibility Report is required to evaluate intersection control alternatives at this intersection to determine the feasibility of any future improvements. A consultant is needed to assist the City in environmental clearance and design of the Marysville Boulevard Vision Zero Safety Project and an analysis of the Marysville Boulevard

and Del Paso Boulevard intersection.
The City conducted a formal procurement process to retain a qualified professional engineering firm to complete preliminary engineering, environmental clearance, final design, and construction support for the Marysville Boulevard Vision Zero Safety Project. Based on the merits of the written proposals and subsequent interview, a panel consisting of City staff is recommending awarding the contract to the top ranked firm, Wood Rodgers, Inc. The initial contract will be for preliminary engineering and environmental clearance only, with the balance of the contract to be awarded to Wood Rodgers, Inc. based on project performance and future funding. The City Council approval is needed for the award of the consultant contract.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, creating walkable communities, and enhancing overall livability. Specific goals the project addresses are as follows:
M 1.2.1 - Multimodal Choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M 5.1.14 - Encourage Bicycle Use: The City shall encourage bicycle use in all neighborhoods, especially where short trips are common.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Under CEQA general rule 15061-B-3, CEQA applies only to projects which have the potential for causing a significant effect on the environment. Contract execution will have no effect on the environment and is therefore not subject to CEQA review. The CEQA review for the project is included in the scope of services of the preliminary engineering.
It is anticipated that future funding for the project will include federal funds. If federal funding is secured for the project, it will also be subject to the National Environmental Policy Act (NEPA).
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.
Commission/Committee Action: Committee and Commission presentations will take place as part of the project development.
Rationale for Recommendation: The Department of Public Works advertised a request for the

competitive selection of a consultant firm or team to provide preliminary engineering, environmental clearance, design, and construction support for the Marysville Boulevard Vision Zero Safety project.
Two firms responded: Wood Rodgers, Inc., and WSP USA.
A panel consisting of City Staff from the Department of Public Works reviewed and evaluated the consultant teams’ written proposals based on experience, qualifications, project understanding, and work plan. Both proposals were deemed qualified responders to the proposal solicitation process and were selected to interview. After the interviews, Wood Rodgers, Inc. was selected by the panel as the top ranked firm.
Financial Considerations: The total estimated cost to complete preliminary engineering and environmental clearance for the Marysville Boulevard Vision Zero Safety Project is approximately $1.2 million. There is sufficient funding in the Marysville Boulevard Vision Zero Safety Project (T15216300) to execute a Professional Services Agreement for an amount not to exceed $695,131 with Wood Rodgers, Inc. and complete the preliminary engineering and environmental clearance phase.
The City is submitting a federal grant application for this project. Grant funds will be needed to support the full estimated costs of $20 million for completion of this project. Moving forward with preliminary engineering and environmental clearance will support this or future grant applications.
Local Business Enterprise (LBE): The Marysville Boulevard Vision Zero Safety Project will likely require federal funding for construction which necessitates conformance with Disadvantaged Business Enterprise (DBE) requirements. Therefore, the City’s LBE requirements are held in abeyance. The DBE goal for the project is 18%. Wood Rodgers, Inc. has pledged 34%.
