Issue Detail: In August 2016, the City Council accepted the Broadway Complete Streets Plan as the City’s guide for the reconfiguration of the Broadway corridor between Interstate 5 and State Route 99 (Resolution 2016-0277). On February 14, 2017, the City Council approved the establishment of the Broadway Complete Streets Capital Improvement Project (Resolution 2017-0065).
The first phases of the Broadway Complete Streets Project will transform Broadway from 3rd Street to 19th Street, and 21st Street to 24th Street, into a complete street that provides an active pedestrian, bicycle, and transit friendly environment. The proposed project will reduce the vehicle travel lanes from four lanes to two lanes with a center turn lane, add buffered bike lanes, accommodate parking, and improve pedestrian crossings. To accommodate vehicular traffic circulation with the lane reduction on Broadway, the project will reestablish one block of 29th Street, between X Street and Broadway, which will connect at the intersection with the southbound SR-99 on-ramp, and will convert one block of 16th Street, between Broadway and X Street, from one-way to two-way.
A subsequent phase of the Broadway Complete Streets Project will complete the corridor improvements from 19th Street to 21st Street, and 24th Street to Franklin Boulevard, with construction targeted for 2024.
Mark Thomas and Company was awarded a professional services agreement to perform project design on December 1, 2020. Plans and specifications were completed for the Broadway Complete Streets Project which include pavement rehabilitation, signal modifications, signing, striping, and curb, gutter, and sidewalk modifications. With the project advancing into the construction phase, a supplemental agreement is needed to provide design and public outreach support throughout the

construction effort.
The project was advertised for construction, and a total of four bids were received on May 10, 2023.
George Reed, Inc. was identified as the lowest responsive and responsible bidder.
The City advertised a competitive solicitation for proposals from engineering consulting firms to provide construction management. Four firms submitted proposals and the panel recommended moving forward with Salaber and Associates, Inc. The City Council award of the professional services agreement to Salaber and Associates, Inc. for construction management services is necessary to ensure the project is appropriately staffed for construction anticipated to start following contract award.
The project has received federal grant funds through the state’s Active Transportation Program and regional federal funding programmed through the Sacramento Area Council of Governments (SACOG) programs and Measure A Smart Growth Incentive Program funds from the Sacramento Transportation Authority. The project also includes local transportation funds.
Labor compliance is required for Public Works capital improvement projects to ensure prevailing wage rates are met. Supplemental Agreement No. 11 to City Agreement No. 2018-1725 with Contractor Compliance & Monitoring, Inc. will allow the City to meet this requirement for this project.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety and enhancing livability. Specific goals the project addresses are as follows:
M1.2.1 - The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
These improvements will accommodate cyclists of varying experience levels and abilities, will improve pedestrian safety, and may calm traffic speeds. This project is also consistent with the City’s Vision Zero efforts, the goal of which is to eliminate traffic fatalities and serious injuries (Resolution No. 2017-0032). These streets are on the High Injury Network, and in addition to installing bicycle facilities, the project will also improve visibility to pedestrians and bicyclists at intersections.
The Sacramento City Code Section 4.04.020 and the City Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to City Council action. This item was published for 10-day review on July 14, 2023, in compliance with the City Code.
File ID: 2023-00861 7/25/2023 Consent Item 23.
Economic Impacts: This new infrastructure is expected to create 40.87 total jobs (23.5 direct jobs and 17.37 jobs through indirect and induced activities) and create $6,309,199 in total economic output ($3,976,736 of direct output and another $2,332,463 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): On October 15, 2019, the City Council approved an addendum to the Central City Specific Plan Environmental Impact Report (CCSP EIR) to include the improvements proposed with the Broadway Complete Streets Project.
The CCSP EIR evaluated the potential impacts for the improvements identified in the Broadway Complete Street Project, including the lane reduction, bike and pedestrian facilities, streetscape improvements, lighting improvements, and 29th Street extension between Broadway and X Street.
Supplemental traffic analysis was performed to evaluate intersection and corridor operations, and operations along adjacent streets. The supplemental analysis identified no significant impacts that were not previously identified and evaluated in the CCSP EIR.
This project is federally funded. In compliance with the National Environmental Policy Act (NEPA), Caltrans determined on March 3, 2020, that the project is a Categorical Exclusion under 23 CFR 771.112(c)(3) and is categorically excluded from needing to prepare an environmental assessment (EA) or environmental impact statement (EIS).
No further environmental review is required for subsequent actions of the previously approved project.
The Sacramento Housing and Redevelopment Agency (SHRA) is the NEPA Responsible Entity for the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funds and will complete a NEPA review in compliance with 24 CFR Part 58 prior to undertaking any choice limiting action. SHRA anticipates that this project will require completion of a Categorical Exclusion pursuant to NEPA. Following NEPA approval through HUD, SHRA will issue a notice to proceed to the City. Construction will not proceed until NEPA is complete and the notice to proceed is issued.

Sustainability: The proposed project supports the City’s sustainability priorities. The transportation sector accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.
Commission/Committee Action: The project was presented to the Active Transportation Commission (ATC) on November 21, 2019, for review and comment. The ATC was supportive of the project and the benefit of discouraging commuter traffic on Broadway. They also inquired about public engagement, disabled access, and transit services on the corridor.
The project was also presented to the Disabilities Advisory Commission (DAC) on September 1, 2021, for review and feedback. The DAC was supportive of the project but wanted to ensure the project accommodated all users and asked for additional accessibility accommodations such as audible pedestrian features, which have been added to the project.
Rationale for Recommendation: The project was advertised for construction, and a total of four bids were received on May 10, 2023. The results of the bids are summarized below:
Contractor Bid DBE %
(22% Goal)
George Reed Inc. $10,218,402.00 22.1%
Martin Brothers Construction $11,305,005.50 22.5%
McGuire & Hester Inc. $11,554,737.80 1.8%
DeSilva Gates Construction $11,555,555.00 9.1%
The Engineer’s Estimate was $11,000,000.
The two lowest bidders met all required bid conditions. Staff recommends the construction contract be awarded to the lowest responsive and responsible bidder, George Reed Inc.
Construction is anticipated to begin July 2023 and be completed May 2024.
Construction of this project requires ongoing design support and construction management services including a trained Resident Engineer. A competitive procurement for construction management, inspection, staking and material testing was performed and Salaber Associates Inc. was selected as the firm to provide these services. A supplemental agreement was also negotiated with Mark Thomas and Company to provide ongoing design support throughout construction, and with Contract
File ID: 2023-00861 7/25/2023 Consent Item 23.
Compliance & Monitoring, Inc. to provide labor compliance services.
The award of the construction and construction management contracts require the City Council approval and a public review period per City Code. Similarly, the supplemental agreement for design support during construction requires City Council approval. The required financial transactions to accommodate these obligations also require City Council approval.
Financial Considerations: The estimated total cost to complete the Broadway Complete Streets Project (T15175300) is approximately $15.7 million. With the transfer of $2,576,000 (Road Maintenance and Rehabilitation, Fund 2036) from the 2020 Transportation Corridor Program (R15200000), the transfer of $750,000 (New Measure A Special Project, Fund 2023) from the State and Federal Grant Match Program (T15007200), and the increase in the revenue and expenditure budget by $10,903,000 (Federal Capital Grants, Fund 3703), there will be sufficient funding to award the construction contract to George Reed, Inc. for an amount not-to-exceed $10,218,402; award the construction management professional services agreement to Salaber and Associates, Inc. for an amount not-to-exceed $1,271,043; to execute Supplemental Agreement No. 17 to City Agreement No. 2018-0617 with Mark Thomas and Company Inc. for an amount not-to-exceed $261,778, bringing the agreement’s total not-to-exceed amount to $1,965,527 for design support throughout construction, and to execute Supplement No. 11 with Contractor Compliance & Monitoring, Inc. for an amount not to exceed $100,000, bringing the agreement’s total not-to-exceed amount to $375,000.
There are sufficient funds in the 2020 Transportation Corridor Program (R15200000) and in the State and Federal Grant Match Program (T15007200) to support the transfers to the Broadway Complete Streets Project (T15175300)
Local Business Enterprise (LBE): The contracts with George Reed, Inc. and Salaber and Associates, Inc. are federally funded contracts and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The contract awards will comply with all federal DBE participation requirements. Salaber and Associates, Inc. has pledged 11.1% DBE project participation, meeting the 11.0% DBE goal set for this contract.
Similarly, the contract with George Reed, Inc. is subject to DBE participation requirements with a goal of 22%. George Reed, Inc. has met this goal by pledging 22.1% DBE participation. The contract with Contractor Compliance & Monitoring Inc. had an LBE waiver issued by the Department Director.
