Additional Description/Analysis
Issue Detail: The State of California has awarded $1,000,000 to the City of Sacramento as part of the Budget Act of 2022 (Chapter 249, Statutes of 2022, AB 179, Section 19.56). The State is providing the City of Sacramento with funding for homeless services. This bill went into effect on September 6, 2022, after it was signed by Governor Newsom.

These funds are specifically to be used for providing navigation, rental assistance, and other services for individuals and families experiencing homelessness in and around the California Capitol State Park. On May 30, 2023, Department of Community Response (DCR) took a council report adopting a resolution to accept and budget these funds for future use.

In the last year, nearly 100 calls for service related to homelessness are concentrated in and around State Capitol Park.

Currently, Hope Cooperative provides Outreach and Mental Health services in collaboration with DCR’s Neighborhood Resources Coordinators. Due to Hope Cooperative’s extensive experience in providing outreach services, case management, and other supportive services to those experiencing homelessness in our community, DCR is seeking approval to enter into a two-year grant agreement for a total of $832,160 for the Capitol Park Homeless Outreach Program.

The Capitol Park Homeless Outreach Program will utilize 2 Case Managers to address the needs of those living outdoors within this vicinity, using strength-based and trauma-informed expertise to build rapport and engage in Housing Problem Solving to connect people to Permanent, Transitional, and Emergency Housing. As there are limited beds within our Coordinated Access System and homelessness is not a “one size fits all” situation, outreach that can provide an array of services is best suited for this area. Outreach will occur five days a week.

Case Managers will be able to utilize a budget for client supports, including but not limited to, providing clothing, transportation tickets, replacement of life essential documents, and a variety of other supportive items individuals staff come across will need. Case Managers will also be able to provide short term lodging to individuals.

In addition to the outreach services aspect of the Capitol Park Homeless Outreach Program, DCR will be contracting the remaining state funding for rehousing support via the City’s Motel Program partner. This partnership will provide space in our shelter programs to allow us the flexibility in finding placements that fit a wide range of needs of those living outdoors within the Capitol Park footprint.
