1-Description/Analysis
Description/Analysis
On August 9, 2022, the City Council approved Resolution No. 2022-0259 allowing the City of Sacramento to apply for funding through the Sacramento Area Council of Governments’ (SACOG) Green Means Go (GMG) Funding Program.

The City was awarded $300,000 to be used for the Meadowview Station Transit Oriented Neighborhood Project, with Sacramento Regional Transit (SacRT) designated as the implementing agency. The Meadowview Station Transit Oriented Project consists of technical analysis, land use planning, and community engagement focused on providing high-density housing on SacRT-owned land adjacent to the light rail station, as well as strategies to concentrate jobs and services around the station and surrounding neighborhoods. The project will include identifying infrastructure finance needs to accommodate and sustain this new and accelerated growth near frequent transit service.

City staff have been working closely with SacRT staff to develop a memorandum of understanding with SACOG and a funding agreement with SacRT to carry out the project. During this process, however, it has become clear that efficiencies would be gained if SACOG contracted directly with SacRT to carry out the project. City staff was recently informed that SACOG would be open to contracting directly with SacRT but, to bring this item to the SACOG Board for approval, SACOG

needs formal request from the City of Sacramento agreeing with this reallocation of funds and transfer of responsibility.

Policy Considerations:

Increasing the efficiency and reducing the cost associated with developing and implementing the Meadowview Station Transit Oriented Neighborhood project is consistent with the following policies:
· H-1.4 Facilitate Infill Housing Development. The City shall facilitate infill housing along commercial corridors, near employment centers, near high-frequency transit areas, and in all zones that allow residential development as a way to revitalize commercial corridors, promote walkability and increased transit ridership, and provide increased housing options. · H-1.6 Support Infrastructure Improvements in Targeted Infill Areas. The City shall identify infrastructure needs in infill areas; seek new sources of funding for planning and financing infrastructure improvements; and prioritize investments to lower construction costs and catalyze new housing development, particularly in disadvantaged and historically underserved communities as described in the 2040 General Plan Update.

Economic Impacts: None.

Environmental Considerations: The funding change proposed in this report consists of an organization activity that will not result in direct or indirect physical changes in the environment and accordingly is not a project under the California Environmental Quality Act (CEQA). (CEQA Guidelines 15378(b)(4)-(5).) The Meadowview Station Transit Oriented Neighborhood Project itself will undergo environmental review.

Sustainability: The intent of the GMG program is to reduce greenhouse gases (GHGs) by reducing miles traveled, contributing to the regional GHG reduction target. The Meadowview Station Transit Oriented Neighborhood Project does this by facilitating development adjacent to a light rail station which would enable future residents and workers to access the site using transit and reduce vehicle miles traveled.

Commission/Committee Action: Not Applicable.

Rationale for Recommendation: Relinquishing responsibility for receiving and then administering the grant would increase efficiency for the project, decrease the cost to the City, and eliminate the need for the City to enter into either the memorandum of understanding or the funding agreement.

Financial Considerations: By transferring the administrative assignment to SacRT, the City would not incur any cost to administer the program.

There are no General Funds planned or allocated for this effort.

Local Business Enterprise (LBE): Not Applicable.
