Through a competitive grant process, the Office of Arts & Culture was selected to receive $4,750,000 as the Capital Region Administering Organization to develop the program and regrant funds to nonprofit organizations, local government, tribal governments, and individual artists and cultural workers to develop media, outreach, and engagement campaigns in Alpine, El Dorado, Sacramento, Solano, and Yolo Counties.

For the Capital Region Creative Corps Program, the Office of Arts & Culture is distributing grant funds in two categories:
• Large grants of $300,000 to nonprofit organizations and units of local or tribal government. • Midsize grants of $117,000 to nonprofit organizations, units of local or tribal government, and artist or cultural collectives.

The objectives of the Capital Region Creative Corps program are to:
• Create an economic and workforce development program, demonstrating how artists from multiple disciplines can be instrumental in the development and implementation of critical campaigns to address our most pressing community issues. • Provide as broad a geographic reach as possible in the five-county region while prioritizing communities that demonstrate the highest levels of need as indicated by the California Healthy Places Index (HPI).
• Ensure that 70% of grant funds go directly to pay artists.

Grant funds would be provided over a one-year period and must be used in accordance with the project and budget outlined in the grant application.

The application process for “Capital Region Creative Corps” began in March 2023. After extensive outreach was conducted in each participating county, a virtual recorded workshop was held to explain the program to potential applicants and to answer questions. In addition, three paid advisors from Everyday Impact Consulting were engaged to support applicants in their submissions.

The OAC received 12 applications for the large grants and 46 for the midsize grants by the deadline.

Those that met eligibility requirements were reviewed and scored, in adherence to the scoring rubric, by each panelist prior to the public panel meeting.

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code 3.04.020, which requires City Council approval to award agreements for grant programs of $250,000 or more.

Economic Impacts: The CAC has designed this program to be a job creation and infrastructure development opportunity that will increase the ways in which artists are engaged in public work so that can continue to support the realization of these goals -and intersectional public interest goals - beyond the pilot funding timeline.

Commission/Committee Action: On June 12, 2023, the Sacramento Arts, Culture and Creative Economy (ACCE) Commission recommended awarding Capital Region Creative Corps Grants in the amount of $3,957,000 in two grant categories: Large grants of $300,000 each to 5 to nonprofit organizations and units of local or tribal government for a total not-to-exceed amount of $1,500,000; and mid-size grants of $117,000 each to 21 nonprofit organizations and units of local or tribal government for a total not-to-exceed amount of $2,457,000.

Rationale for Recommendation: Funding for this program was awarded to the Office of Arts & Culture for the purpose of regranting to units of local and tribal governments, nonprofit organizations, and artist cooperatives in the California Creative Corps program’s Capital Region which consists of five counties. The grant guidelines and funding rubric were developed with input from the CAC. The Capital Region Creative Corps panel, comprised of arts and field professionals in focus areas both locally and from throughout the country, carefully reviewed, scored, and ranked the applications based on the rubric outlined in the guidelines.

Financial Considerations: As per Resolution No. 2022-0298, the California Creative Corps Program Grant Project (G17610000) was established to implement the awards with the grant received by OAC from the California Arts Council in an amount not to exceed $4,750,000 (Operating Grants, Fund 2702). The remaining funds are reserved for up to five limited term project support positions under the Convention and Cultural Services Department and professional development services for the program participants.

Sufficient funding is available in the California Creative Corps Program Grant Project (G17610000) to execute the grant agreements with the various nonprofits for a total not-to-exceed amount of $1,500,000 (Operating Grants, Fund 2702). No matching funds are required. There are no General Funds planned or allocated to this project.

Local Business Enterprise (LBE): Not applicable.
