Description/Analysis
Issue Detail: Stockton Boulevard is one of the most highly travelled corridors in the city, serving a variety of neighborhoods, businesses, and employment centers. Many people walk, bicycle, and take the bus along the corridor, but the design of the street prioritizes fast-moving drivers, with four travel lanes, a posted speed limit of 35 miles per hours (mph) and averages approximately 18,000 vehicles daily. Enhancing safety is a priority - Stockton Boulevard is ranked two out of the five locations identified within the city for traffic injuries and fatalities. The City of Sacramento undertook a study to understand community transportation needs and how safety and mobility could be strengthened for all users - in particular, those who are not in a car. In 2021, the City approved the Stockton Boulevard

Corridor Plan.

This project completes one recommendation of the Stockton Boulevard Corridor Plan; to improve an existing marked, uncontrolled crosswalk with a pedestrian signal at 12th Avenue to improve pedestrian safety. Consistent with the City’s Pedestrian Crossing Guidelines, the Pedestrian Signal Project on Stockton Boulevard at 12th Avenue will replace the existing uncontrolled crosswalk with a new pedestrian signal and improve the pedestrian refuge island in the roadway median.

The Project plans and specifications for the Project have been completed. See Attachment 2 for Project Plans.

Policy Considerations: The project is consistent with the City’s General Plan goals and key policies of encouraging active transportation and improving pedestrian safety. It implements recommendations of the Stockton Boulevard Corridor Plan and supports the Vision Zero Corridor Plan.

Economic Impacts: This new infrastructure is expected to create 1.94 total jobs (1.11 direct jobs and 0.83 jobs through indirect and induced actives) and create $299,227 in total economic output ($188,605 of direct output and another $110,622 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities and is limited to street improvements and accessory structures as set forth in Sections 15301(c) and 15303(d)(e), respectively.

Sustainability: The project is consistent with sustainability goals of promoting walking and cycling by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian and cycling system. Transportation is also responsible for 57% of Sacramento’s local greenhouse gas emissions, the single largest sector. Providing safe and walkable transportation alternatives helps to reduce single-occupant vehicle use and contributes towards Sacramento’s climate change goals.

Commission/Committee Action: The Stockton Boulevard at 12th Avenue Pedestrian Signal Project was presented to the Active Transportation Commission (ATC) on April 20, 2023. The Project was presented to the Disabilities Advisory Commission (DAC) on January 4, 2023. Both commissions expressed support over the improvements.

Rationale for Recommendation: The Stockton Boulevard at 12th Avenue Pedestrian Signal project will improve pedestrian safety by providing a new pedestrian signal at a currently uncontrolled pedestrian crossing.

The Stockton Boulevard at 12th Avenue Pedestrian Signal Project was advertised for construction, and four (4) bids were received June 7, 2023. The results of the bids are summarized below:

Contractor Bid LBE (5% Min
Goal)
Pacific Excavation $484,628 21.7%
St. Francis Electric $506,900 29.0%
Bear Electrical Solutions $507,467 80.7%
B&M Builders $565,221 73.4%
The engineer’s estimate was $310,000. Recent bids received for other construction advertisements have shown an escalation in prices of signal equipment, accounting for the differences between the bids received and the higher engineer’s estimate.

The lowest bidder met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Pacific Excavation.

Construction is anticipated to begin October 2023, and be completed March 2024.

Financial Considerations: The estimated total cost to complete design and construction activities for the Stockton Boulevard at 12th Avenue Pedestrian Signal Project (T15180400) is approximately $560,000. There is sufficient funding within the Active Transportation Program (T15180400) to award the construction contract to Pacific Excavation for an amount not to exceed $484,628 and cover the remaining construction management and all other project related costs.

There are no additional General Funds planned or allocated for this project.

Local Business Enterprise (LBE): The contractor, Pacific Excavation is not an LBE. However, Pacific Excavation has pledged that 21.7% LBE participation, exceeding the 5% minimum goal.
