Description/Analysis
Issue Detail: The Crocker Art Museum’s Chief Curator, Executive Director, the Collection and Acquisitions Committee, and the Crocker Art Museum Co-Trustees propose to deaccession 62 works of art identified in Attachment 2. The Crocker Art Museum (“Museum”) has more than 25,000 objects in its collection. Deaccessioning is a process that the Museum conducts every few years, or as needed. Per Section 11 of the Museum’s Collections Management Policy, City Council approval is required for deaccessioning. If deaccessioning is approved, the artworks will be sold at auction or through a reputable dealer, or may be donated, transferred, or exchanged with another museum or institution, pursuant to Section 11 of the Museum’s Collections Management Policy.

Policy Considerations: The action recommended in this report is consistent with the Museum’s Collections Management Policy which has been approved by City Council.

Economic Impacts: None.

Environmental Considerations: California Environmental Quality Act (CEQA): The deaccessioning constitutes continuing administrative activities, which are not considered a project under CEQA and

File ID: 2023-00920 8/8/2023 Consent Item 13.
are therefore exempt from CEQA review [CEQA Guidelines Section 15378(b)(2)].

Sustainability: Not Applicable.

Commission/Committee Action: The deaccession process is initiated by the Museum’s Chief Curator and Executive Director, who evaluate and recommend artworks for deaccessioning to the Collection and Acquisitions Committee. The Collections and Acquisitions Committee passed a motion on April 27, 2023, recommending deaccession of the 62 artworks listed in Attachment 2. The Co- Trustees of the Crocker Art Museum then passed a motion recommending deaccession of the 62 artworks listed in Attachment 2 on May 25, 2023.

Rationale for Recommendation: Each artwork from the attached list should be deaccessioned because it meets one or more of the following criteria set forth in Section 11.2 of the Museum’s Collection Management Policy. Criteria for each piece of artwork is listed in Attachment 2. a) The item is inconsistent with the mission of the Museum or is unrelated to the collecting areas. b) The item lacks historical, art historical, and/or artistic merit. c) It has been established that the item is inauthentic or has failed to retain its identity. d) The item is redundant.
e) The Museum lacks the ability or resources to properly care for, conserve, store and/or exhibit the item.
f) The Museum is repatriating the item or returning the item to its rightful owner(s). g) The Museum is returning the item to the donor, or the donor's heirs or assigns, to fulfill donor restrictions related to the item that the Museum can no longer satisfy. h) The item presents a hazard to people or other collection items; or i) The item has been lost or stolen and has not been recovered after three consecutive inventories.

Financial Considerations: All proceeds from the sale of artworks are deposited into a restricted account of the Crocker Art Museum Association, to be used solely for the purchase of art and are not deposited with the City, consistent with Section 11.D.2 of the Museum’s Collections Management Policy.

Local Business Enterprise (LBE): Not applicable.
