1-Description/Analysis
2-Contract- Madsen Roofing & Waterproofing, Inc.
Description/Analysis
Issue Detail: The existing roof of the Del Paso Heights Library is nearing the end of its useful life and needs to be replaced. Replacing the roof now will prevent potential further deterioration and leaking.
The recommended contract with Madsen Roofing & Waterproofing, Inc. will include removal of the existing built-up roofing system and installation of the new Thermoplastic Tri-Polymer Alloy (TPA) Single-Ply roof membrane system. The roof replacement comes with a 20-year warranty.
Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Chapter 3.60. On May 30, 2023, City Council passed Motion No. 2023-0131 suspending competitive bidding in the best interest of the City to establish a qualified On- Call Contactor Services List for Public Facilities. Madsen Roofing & Waterproofing, Inc. was included in the list of qualified On

-Call Contractors for roofing services.
Economic Impacts: The recommended contract is expected to create 2.20 jobs (1.39 direct jobs and .81 job through indirect and induced activities) and create in total economic output 289,774 ($185,753 of direct output and another $104,021 of output in indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the repair of an existing structure with no expansion beyond the previously existing level of use and are therefore considered to be an exempt project or activity in accordance with Section 15301 of the CEQA Guidelines.
Sustainability: None.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: On January 11, 2023, the Department of Public Works issued Request for Qualification (RFQ) No. Q23014541001 for On Call (Various) Trade Opportunity. One of the categories that was requested as part of this process was Roofing/Roof Cleaning/ Debris Removal and Repair Services. On May 30, 2023, City Council passed Motion No. 2023-0131 suspending competitive bidding in the best interest of the City to establish a qualified On-Call Contactor Services List for Public Facilities. Madsen Roofing & Waterproofing, Inc. was included in the list of qualified On-Call Contractors. The establishment of the list of qualified On Call Contractors was created to provide timely services; when specialized work is required; or when operations of essential facilities are being interrupted. The City does not have staff that can perform this specialtized activity. Timely treatment of the roof will prevent potential further deterioration and leaking.
Work is anticipated to begin in August of 2023 with completion by October of 2023.
Financial Considerations: Sufficient funding exists within the City Facility Reinvestment Program (C13900000) to award a construction contract to Madsen Roofing & Waterproofing, Inc. in an amount not to exceed $ 296,741.
File ID: 2023-00887 8/8/2023 Consent Item 15.
The Del Paso Heights Roof Restoration Project will be primarily funded from the Building Forward Library Infrastructure Grant Program that was awarded to the City on October 19, 2022 (Other Capital Grant, Fund 3704), and an allocation of General Fund (Fund 1001) that the City has appropriated in City Facility Reinvestment Program C13900000 for the required match. The Grant will fund $197,827 for this project and the City’s required match is $98,914 Local Business Enterprise (LBE): Madsen Roofing & Waterproofing, Inc. is an LBE.

General Aggregate Limit - Per Project Endorsement
This endorsement modifies insurance provided under the following:
COMMERCIAL GENERAL LIABILITY COVERAGE PART
It is understood and agreed as follows:
I. For each single construction or service project away from premises the Named Insured owns or rents, a separate Project General Aggregate Limit, equal to the amount of the General Aggregate Limit shown in the Declarations, is the most the Insurer will pay for the sum of:
A. all damages under Coverage A, except damages because of bodily injury or property damage included in the products-completed operations hazard; and
B. all medical expenses under Coverage C;
that arise from occurrences or accidents which can be attributed solely to ongoing operations at that project. Such payments shall not reduce the General Aggregate Limit shown in the Declarations, nor the Project General Aggregate Limit applicable to any other project.
II. All:
A. damages under Coverage B, regardless of the number of locations or projects involved; B. damages under Coverage A, caused by occurrences which cannot be attributed solely to ongoing operations at a single project, except damages because of bodily injury or property damage included in the products- completed operations hazard ; and
C. medical expenses under Coverage C, caused by accidents which cannot be attributed solely to ongoing operations at a single project,
will reduce the General Aggregate Limit shown in the Declarations.
III. The limits shown in the Declarations for Each Occurrence, for Damage To Premises Rented To You and for Medical Expense continue to apply, but will be subject to either the Project General Aggregate Limit or the General Aggregate Limit shown in the Declarations, depending on whether the occurrence can be attributed solely to ongoing operations at a particular project.
IV. When coverage for liability arising out of the products-completed operations hazard is provided, any payments for damages because of bodily injury or property damage included in the products-completed operations hazard will reduce the Products-Completed Operations Aggregate Limit shown in the Declarations, regardless of the number of projects involved.
V. If a single construction or service project away from premises owned by or rented to the Named Insured has been abandoned and then restarted, or if the authorized contracting parties deviate from plans, blueprints, designs, specifications or timetables, such project will still be deemed to be the same project.
VI. The provisions of LIMITS OF INSURANCE not otherwise modified by this endorsement shall continue to apply as stipulated.
All other terms and conditions of the Policy remain unchanged.
