Description/Analysis
Issue Detail: The City conducts systemic safety analyses of the transportation network to produce a data-driven approach to implementing safety improvement projects throughout the City. In 2016, City staff applied for and received grant funding through the State Highway Safety Improvement Program (HSIP) for the installation of mast arm traffic signals to replace traffic signal heads mounted on pedestals in medians at seven existing signalized intersections, upgrade traffic signal heads to current standards, upgrade pedestrian signal heads to current standards, install new traffic signal controllers, construct Americans with Disabilities Act (ADA) compliant curb ramps, and install dilemma zone detection.

The Project Plans, Specifications, and Estimate for the HSIP Traffic and Pedestrian Signal Improvements Project were completed for 94 intersections throughout the City and approved by the City Council on October 12, 2021.

Contract Change Order No. 1 was approved by the City Council on June 21, 2022, to incorporate additional intersection modifications at Freeport Boulevard and Pocket Road, ensuring that the project accommodated future connections to both the Del Rio Trail project, currently under construction, and future development projects (Motion 2022-0193).

Contract Change Order No. 2 was approved under City Manager authority on January 12, 2023, to address various intersection repairs identified by the construction team in the field.

Upon completing contract work for the HSIP Traffic and Pedestrian Signal Improvements Project, unspent federal grant funds remained in the project. Caltrans approved and authorized the use of the unspent funds for additional traffic signal improvements at the same project locations to further improve the safety and operations of the City’s transportation facilities. These improvements include installation and repair of vehicle detection, installation of accessible pedestrian push buttons, and installation of high visibility borders around traffic signals.

The value of this change order exceeds the allowable City Manager authority per City Code. Staff recommends the City Council approve Change Order No. 3 with Pacific Excavation for the City Agreement No. 2021-1145.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of managing the travel system to ensure safe operating conditions, and to effectively operate and maintain transportation facilities and infrastructure to preserve the quality of the system.

Economic Impacts: This new infrastructure associated with this change order is expected to create

1.56 total jobs (0.90 direct jobs and 0.66 jobs through indirect and induced actives) and create $240,794 in total economic output ($151,774 of direct output and another $89,020 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The City of Sacramento Environmental Planning Services has reviewed the proposed project and determined that it is exempt from the provisions of CEQA under the Categorical Exemption for the operation, repair or minor alteration of existing public facilities involving negligible or no expansion of use and for new construction or conversion of small facilities, including street improvements, set forth in Sections 15301(c) and 15303(d)(e) respectively.

National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c)(8).

Sustainability: The project is consistent with the City’s goals and key policies to improving traffic flow and associated fuel economy of vehicles traveling on City streets by ensuring that signal timing considers safe and efficient travel for all modes.

Commission/Committee Action: None.

Rationale for Recommendation: City Council approval of Change Order No. 3 is needed to authorize additional work identified at various intersections around the City.

The proposed traffic signal modifications will further improve safety, operations, and long-term maintenance of the street intersections and maximize the benefit of the federal funds received through the HSIP program.

Financial Considerations: The estimated total project cost for the HSIP Traffic and Pedestrian Signal Improvements Project (T15185600) is approximately $7.5 million. There is sufficient funding in the project to execute Change Order No. 3 to City Agreement No. 2021-1145 with Pacific Excavation, for an amount not to exceed $389,990, and cover the remaining construction management and all other project related costs.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): The contract with Pacific Excavation is a federally funded contract and as a result Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 10%. Pacific Excavation exceeded the DBE goal by pledging 11.6% of the original contract amount. ..End
