Supplemental Agreement: Freeport Reservoir Pump Replacement and Improvements Project File ID: 2023-00996
Location: District 7, Represented by Councilmember Jennings Recommendation: Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplemental Agreement No. 6 to City Agreement PRC000757 with Kennedy Jenks Consultants (Kennedy Jenks) to provide engineering services during construction for the Freeport Reservoir Pump Replacement and Improvements Project (Z14130500, Fund 6005), for an amount not-to-exceed $109,917, bringing the agreement’s total not-to-exceed amount to $1,185,821.

Contact: James Yorita, Project Manager (916) 808-1911; Michelle Carrey, Supervising Engineer (916) 808-1438; Sherill Huun, Engineering & Water Resources Division Manager, (916) 808-1455; Pravani Vandeyar, Director (916) 808-3765; Department of Utilities Presenter: None.

Description/Analysis
Issue Detail: Staff recommends Council approve Supplemental Agreement No. 6 with Kennedy Jenks for engineering services during construction to support the construction phase of the project.

Engineering services include submittal reviews, design clarifications, meetings, site visits, and preparation of conformed design documents.

Policy Considerations: The proposed supplemental agreement exceeds the City Manager’s approval authority, requiring Council approval.

Economic Impacts: None.

Environmental Considerations: Per the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), approval of the proposed Supplemental Agreement is exempt from the CEQA, under the general rule that CEQA only applies to actions with potential to significantly affect the

environment. Approval of this Supplemental Agreement for additional engineering services will not affect the environment.

Sustainability: The proposed project is consistent with goal U1.1 and U2.1 of the 2035 General Plan as it improves infrastructure reliability, which will ensure continued safe operation and maintenance of the existing facilities at Freeport Reservoir.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Kennedy Jenks designed the project and additional engineering support will be needed during the construction phase to expedite document reviews during construction. Kennedy Jenks will provide design clarifications, attend meetings, perform site visits, and prepare conformed design documents.

Financial Considerations: The original not-to-exceed amount of the agreement was $499,959. The net change by previous supplemental agreements in the amount of $575,945 increased the agreement not-to-exceed amount to $1,075,904. The proposed Supplemental Agreement No. 6, in the amount of $109,917, would increase the agreement not-to-exceed amount to $1,185,821.

Sufficient funds are available in the Reservoir Rehab Program (Z14130500, Fund 6005) to execute the agreement.

There are no General Funds allocated or planned for this project.

Local Business Enterprise (LBE): Kennedy Jenks Consultants is not an LBE but has partnered with Michael Dequine & Associates and Cecil & Cecil Enterprises, Inc. for this project to exceed the minimum LBE participation requirement.

Background: When Freeport Reservoir was originally constructed in 1960, the reservoir maintained the pressure of the water distribution system through gravity. A small pump was included to assist water movement if pressures in the system were high and prevented the reservoir from supplying water to the distribution system. As other improvements were installed, such as the Florin Pump Station, which helped maintain consistent pressures throughout the system, Freeport Reservoir no longer operated as originally intended and subsequently, water quality issues arose. This issue was identified within the City’s 2013 Water Master Plan, which specified the need for a larger pumping system that can overcome the system pressure and pump the water out of the reservoir and into the system.

In addition to maintaining system pressures, Freeport Reservoir is a critical hub which houses City of Sacramento (City) Department of Utilities (DOU) fiber network and other electrical system infrastructure. Currently, the reservoir pump station building provides limited space for installation of the new pump system in addition to needed electrical and fiber optic infrastructure.

The design phase of the project was completed under both the original contract and supplemental agreements 1-5 which address the improvements needed at the site. The design includes replacement of a pump, and overall reservoir site improvements which will accomplish water turnover within the tank, safety and security improvements at the facility, increase electrical capacity while reducing future energy costs, allow for additional real-time water quality monitoring, and improve maintenance capabilities of the elevated reservoirs. A new dedicated electrical building will house existing and new electrical equipment and will easily accommodate the expansion of the City/DOU fiber network hub.

The proposed supplemental agreement will provide for the engineering support services during construction which will include submittal reviews, design clarifications, meetings, site visits and preparing conformed design documents.
