Budgetary Adjustments and Agreement: Sump 87 Diversion and Silver Eagle Road Rehabilitation Project (X14160500/ R15210000)
BACKGROUND
A. On June 28, 2023, the City opened bids for the Sump 87 Diversion and Silver Eagle Road Rehabilitation Project. Lund Construction Co. was found to be the lowest responsible bidder in the total contract amount of $3,524,399 and been chosen to perform construction services for the Sump 87 Diversion and Silver Eagle Road Rehabilitation Project.
This project is a joint project between the Department of Utilities (DOU) and the Public Works (PW) Department. The DOU portion of the project consists of removing and replacing the existing sewer main on Silver Eagle Road to redirect flows from Basin 87 into the SacSewer Natomas 2 Interceptor, as well as removing and downsizing the existing sewer main on Mabel Road. The PW portion consists of placing a 3-inch asphalt overlay on Silver Eagle Road and San Juan Road between Northgate Boulevard and Norwood Avenue, as well as base repairs, new signage, striping, and signal improvements.
DOU will serve as the lead for this project to help deliver it through construction. PW and DOU have agreed in a memo on how the financial costs for each of the items would be divided up between the two departments.
B. Based on the bid results, the DOU portion of this project will cost $3,107,805 and the PW portion will cost $2,269,554, which accounts for the UNICO contract, Construction Contingency, and staff time.
C. A budget augmentation of $2,000,000 (Road Maintenance and Rehabilitation, Fund 2036) is required to provide sufficient funds to the Silver Eagle Road Rehabilitation Project to accommodate for the road resurfacing work necessary to complete this project (R15210000).
D. Various budgetary adjustments in the amount of $1,110,248 are necessary to provide sufficient funds to the Sump 87 Diversion Project: $364,756 from the Facility Electrical Rehabilitation Program (X14131500, Fund 6006), $40,492 from the Combined Sewer System Rehabilitation and Replacement Program (X14170100, Fund 6006), and $705,000 from the Wastewater available fund balance (Fund 6006).
