Issue Detail: The City operates its Permanent Household Hazardous Waste Collection Facility (PHHWCF) at the Sacramento Recycling and Transfer Station, located at 8491 Fruitridge Road, where residents may drop off household hazardous waste (e.g., antifreeze, batteries, bulbs, oil, and paint) at no charge. CalRecycle is currently accepting applications for Cycle 41 of its Household Hazardous Waste (HHW) Grant Program. authorizing the local jurisdiction to apply for the grant payment program.

Policy Considerations: The recommendations in this report are consistent with the City’s Climate Action Plan goal of achieving a healthy living environment (Strategy 4) by maximizing proper disposal of hazardous and other solid waste material.

Economic Impacts: Not Applicable.

Environmental Considerations:

California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the administrative activity of applying for grant funding and are not considered to be a project in accordance with Section 15378(b)(2) of the CEQA Guidelines.

Sustainability: Facility improvements to the PHHWCF will ensure that it will continue to operate in a safe and clean manner and have the capacity to process and store waste it receives from the public.

Commission/Committee Action: None.

Rationale for Recommendation: CalRecycle’s grant application procedures require the applicant’s governing body to adopt a resolution authorizing submission of the application. RSW will use this grant funding to repair flooring in the PHHWCF to enhance the workplace, increase safety for workers and prevent hazardous materials from damaging equipment or the floor.

Financial Considerations: This report recommends applying for grant funding from the CalRecycle Household Hazardous Waste Grant Program - Cycle 41 in an amount not to exceed $49,545. No matching funds are required for this grant and there is no impact to the Solid Waste Fund (Fund 6007) or the General Fund (Fund 1001). If the grant funds are awarded, revenue and expenditure budgets in the Solid Waste Repair and Rehabilitation Project (Y14000900, Other Capital Grants, Fund 6207) will be established.

Local Business Enterprise (LBE): Not applicable.
