Description/Analysis
Issue Detail:
The Department of Community Response (DCR) recommends extending the contract with Safe Choice Security (Safe Choice) to continue to provide security and help mitigate the impacts of homelessness in our community for an additional year.
In March 2022, DCR contracted with Safe Choice Security to provide security 24-hours/7 days a week to various DCR-contracted sites. In June 2022, DCR supplemented the existing agreement with Safe Choice to continue for two additional months while strategizing the overall security needs at DCR contracted sites. In September 2022, Council voted to increase the service level of Security provided at current DCR-operated sites for one year.
DCR recommends continuing the partnership with Safe Choice Security due to the overwhelmingly

positive relationships Safe Choice has built with both the City and service providers in our shelters.
Safe Choice meets with providers at these sites on a weekly basis and has received praise from Shelter Providers in their ability to aid in moments of need. Notably, Shelter Providers have commended Safe Choice on their training and response times, both of which have reduced the need for Safe Choice and Shelter Providers to contact law enforcement.
Currently, Safe Choice services the following sites at a service level of 24 hours per day/7 days per week:
- Miller Park Safe Ground
- Meadowview Navigation Center
- Outreach and Engagement Center
- X Street Navigation Center (costs are reimbursed to the City by SHRA) Responsibilities are being amended to include an additional Supervisor to provide oversight to guards. The additional Supervisor allows for there to be coverage during the day, swing (3p-11p) and overnight hours. Security guards employed by Safe Choice receive extensive training in Mental Health Crisis Triage, Cross Cultural Communication, De-escalation, Implicit Bias, and Trauma Informed Care and Response.
Safe Choice understands the need for trauma informed, culturally competent staff to avoid traumatization of individuals experiencing homelessness. Security staff are skilled in assisting with individuals experiencing homelessness and willing to engage to assist and protect both program staff and clients they serve.
