Additional Description/Analysis
Issue Detail: The Folsom Boulevard Safety Improvements Project (T15235500) is intending to improve safety by calming traffic and adding bicycle connectivity along Folsom Boulevard by reducing the number of vehicle lanes between 59th Street and 65th Street and converting those lanes into bike lanes. Project features include the installation of Class II bike lanes between 48th Street and 65th Street and modifications to on-street parking between 48th Street and 53rd Street.
The City received state grant funds through the California Natural Resources Agency in October 2022. Through future state funding allocations, these state funds will be available to fund project delivery phases through design and construction.

The City conducted a formal procurement process to select a qualified professional engineering firm to complete preliminary engineering, environmental clearance, final design, and construction support for the Folsom Boulevard Safety Improvements Project. Based on the merits of the written proposals and subsequent interview, a panel consisting of City staff recommends awarding the contract to the top ranked firm, Psomas. The initial contract will only be for preliminary engineering and environmental documentation (PA/ED) for an amount not to exceed $416,525.
Upon satisfactory completion of the PA/ED phase, at the City’sdiscretion, staff may return to the City Council to request award of a supplemental agreement for the preparation of final plans, specifications, and estimates.
Policy Considerations: The actions requested herein are consistent with the City’sgoals and key policies of improving and expanding public safety, creating walkable communities, sustainability, and enhancing overall livability. Specific goals the project addresses are as follows:
General Plan M 1.2.1 - Providing multi-modal choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
General Plan M 5.1.3 - Providing a continuous bikeway network: The City shall provide a continuous bikeway network consisting of bike friendly facilities connecting residential neighborhoods with key destinations and activity centers (e.g., transit facilities, shopping areas, education institutions, employment centers).
General Plan M 5.1.14 - Encourage Bicycle Use: The City shall encourage bicycle use in all neighborhoods, especially where short trips are common.
The project is consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces and rights-of-way.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): Approval and execution of a professional services agreement for design and environmental review of a project is an administrative activity of the City and is not a "project" as defined in CEQA. CEQA Guidelines section 15378(b)(2); 15060(c)(3). Appropriate CEQA review will take place as part of project development and approval.
File ID: 2023-01040 9/12/2023 Consent Item 4.
The CEQA review for the project is included in the scope of services of the preliminary engineering.
Sustainability: The project is consistent with sustainability goals of optimizing the transportation system and developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian system. Transportation is also responsible for 57% of Sacramento’slocal greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and will contribute towards Sacramento’s climate change goals.
Commission/Committee Action: Committee and Commission presentations will take place as part of the project development.
Rationale for Recommendation: On January 23, 2023, the Department of Public Works advertised a request for the competitive selection of a consultant firm or team to provide preliminary engineering, environmental clearance, design, and construction support for the Folsom Boulevard Safety Improvements Project. Two firms responded: Psomas and Mark Thomas and Company, Inc.
A panel consisting of City Staff from the Department of Public Works reviewed and evaluated the consultant teams’written proposals based on experience, qualifications, project understanding, and work plan. Both proposals were deemed qualified responders to the proposal solicitation process and were selected to interview. After the interviews, Psomas was selected by the panel as the top ranked firm.
Approval by the City Council is required to award the contract and execute a Professional Services Agreement with Psomas.
Financial Considerations: The total estimated cost to complete preliminary engineering and environmental documentation for the Folsom Boulevard Safety Improvements Project is approximately $600,000. There is sufficient funding in the Folsom Boulevard Safety Improvements Project (T15235500) to execute a Professional Services Agreement for an amount not-to-exceed $416,525 with Psomas and complete the PA/ED phase.
Staff will return to the City Council for the necessary budgetary actions to allocate state funding from the California Natural Resources Agency (CNRA) grant awarded to the City for community reinvestment projects. The CNRA grant funds will be used for the final design, construction, and construction management costs.
There are no General Funds currently allocated for this project.
Local Business Enterprise (LBE): Psomas is an LBE. The contract award will comply with the LBE

participation goal of 5%.
