Issue Detail: A professional services agreement with Fehr & Peers was executed in February 2020 to initiate the planning process with identification, review, and mapping of Council approved transportation plans and projects; internal staff interviews; and hosting of a transportation and equity forum. Supplemental agreements were administered throughout the project to add staff and expand engagement and engagement tools.

On November 15, 2022, Council adopted the Transportation Prioritization Plan Prioritization for Transportation Investments and Funding Opportunities (Resolution 2022-0361). This prioritization was the culmination of two years of community engagement and listening around values for transportation investments and resulted in a prioritized list (database) of projects.

During engagement, Sacramento communities expressed that it is not easy to find approved transportation plans or information about current transportation projects and efforts on the City’s website. Supplement #8 will provide additional consultant services to expand on the project database created for the prioritization and will result in a public facing dashboard that will provide plans and project information, prioritization, and project status (if a current project). The dashboard will also include an interactive map with plan and project information and will advance improving communication and transparency with Sacramento’s communities.

Supplement #8 will also develop tools to integrate additional projects into the Transportation Priorities Plan that have been recognized as important for community safety and well-being in accordance with community values since the Plan was approved by Council with Resolution 2022- 0361, to provide an interim solution between comprehensive updates.

Policy Considerations: The submission of the projects is consistent with the City General Plan goals of promoting safety and enhancing livability, sustainability, and economic vitality. The recommendations in this report are in accordance with the following specific policies from the Sacramento 2035 General Plan:

M 4.1.3 Community Outreach - The City shall conduct public outreach to community organizations and members of the general public in corridor planning early in the project development process to identify feasible opportunities to provide community benefits and to lessen any potential impacts of modifications to local streets and roadways.

On March 15, 2022, the City Council adopted Resolution 2022-0079 adopting Transportation Prioritization Criteria, Metrics and Points for Transportation Investments and Funding Opportunities that include Improving Air Quality and Health: Providing Equitable Investment; Providing Access to Destinations; Improving Transportation Safety; and Fixing and Maintaining the System.

On November 15, 2022, the City Council adopted Resolution 2022-0361 adopting Transportation Prioritization Plan Prioritization for Transportation Investments and Funding Opportunities.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The award of a professional services agreement for the preparation of a transportation planning study is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section 15262, Feasibility and Planning Studies. Section 15262 exempts projects involving only feasibility or planning studies for possible future actions, which have not been approved, adopted, or funded. It is anticipated that future projects identified in this plan may be subject to environmental evaluation under

CEQA guidelines and possibly National Environmental Policy Act (NEPA) requirements.

Sustainability: The work and dashboard support the City’s sustainability priorities. The transportation sector accounts for over 50% of community-wide greenhouse gas emissions, the largest single sector in the community. The City’s Climate Action Plan includes several implementation measures to reduce vehicle trips. The project would support Council approved transportation projects that will increase active transportation, reduce vehicular trips, and help ensure more efficient vehicular flow. These actions will reduce greenhouse gas emissions and help improve local air quality.

Commission/Committee Action: None.

Rationale for Recommendation: Approval of Supplemental Agreement No. 8 with Fehr & Peers will enable the City to create an online dashboard of planned and current transportation projects and programs improving communication and transparency with Sacramento’s communities. This supplement will also develop tools to prioritize projects approved by Council after Resolution 2022- 0361 between major updates to Plan.

Financial Considerations: The completion of the Transportation Priorities Plan, including existing and proposed agreements, is estimated to cost a total of $741,000 for consultant services. The Transportation Priorities Plan Project (S15201700) has sufficient funding to execute Supplemental Agreement No. 8 with Fehr & Peers.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): Fehr & Peers is an LBE.

Background: A professional services agreement with Fehr & Peers was executed in February 2020 for $99,897 to initiate the planning process with identification, review, and mapping of Council approved transportation plans and projects; internal staff interviews; and hosting of a transportation and equity forum. Supplement #2 was administered in July 2020 for $1,000 authorizing the addition of a subconsultant. Supplement #3 was administered in November 2020 for $459,303 to include community engagement; facilitation of community vision and priorities; development of recommendations; cost estimating; development of a prioritization and implementation strategy; and plan development. Supplement #4 was administered in May 2021 for consultant staffing changes.

Supplement #5 was administered in January 2022 for $35,829 for staffing changes and expansion of data analysis and community engagement tools. Supplement #6 was administered in May 2022 for $29,932 for expansion of equitable community engagement. Supplement #7 was administered in November 2022 to extend the contract through December 2023.
