Additional Description/Analysis
Issue Detail: Staff recommends Council award a construction contract to TNT to construct facility and site improvements, including but not limited to the following: mobile booster pump system, replacement of a pump, electrical building and associated equipment, chemical shed, analytical equipment, water quality stations, automated flagpole equipment, and security and safety upgrades.
Policy Considerations: City Council approval is required to award construction contracts of
File ID: 2023-01049 9/12/2023 Consent Item 16.
$250,000 or more. The action requested conforms with City Code Chapter 3.60, Articles I and III, which provide for award of competitively bid contacts to the lowest responsible bidder. This item was published for 10-Day review on August 31, 2023, in compliance with City Code.
Economic Impacts: This project is expected to create 22.1 total jobs (12.7 direct jobs and 9.4 jobs through indirect and induced activities) and create $3,411,866 in total economic output ($2,150,525 of direct output and another $1,261,341 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations: The subject project was reviewed and determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15301, 15302, and 15303. The project includes the operation, maintenance, and minor alteration of the existing Freeport Reservoir facility (15301) by replacing equipment (15302), and constructing and locating new equipment and facilities (15303) as described above.
Sustainability: The proposed project is consistent with the 2035 General Plan as it improves infrastructure reliability, which will ensure continued safe operation and maintenance of the existing facilities at Freeport Reservoir.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The project was advertised, and three bids were received and opened on July 19, 2023. TNT was the lowest responsible bidder.
The bid results are as follows:
Contractor Amount
TNT $5,525,870
GSE Construction Company, Inc. $6,992,400
Myers & Sons Construction LLC $7,852,932
The Engineer’s construction cost estimate was $3,800,000. Construction bids were higher than expected due to the continued increase in pricing on public works projects witnessed since the beginning of the Covid pandemic.
File ID: 2023-01049 9/12/2023 Consent Item 16.
Financial Considerations: The total estimated cost for the project is $9,132,340, based on the low bid of $5,525,870. Staff estimates an additional $3,900,000 is needed to complete the project and is recommending the following transfer:
Name Project No. Fund No. Amount (USD)
Distribution Main Rehab Program Z14130400 6005 ($3,500,000) Transmission Main Rehab Program Z14130300 6005 ($400,000) Reservoir Rehab Program Z14130500 6005 $3,900,000
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): TNT is an LBE.
Background: When Freeport Reservoir was originally constructed in 1960, the reservoir maintained the pressure of the water distribution system through gravity. A small pump was included to assist water movement if pressures in the system were high and prevented the reservoir from supplying water to the distribution system. As other improvements were installed, such as the Florin Pump Station, which helped maintain consistent pressures throughout the system, Freeport Reservoir no longer operated as originally intended and subsequently, water quality issues arose. This issue was identified within the City’s 2013 Water Master Plan, which specified the need for a larger pumping system that can overcome the system pressure, and pump the water out of the reservoir and into the system.
In addition to maintaining system pressures, Freeport Reservoir is a critical hub which houses City of Sacramento (City) Department of Utilities (DOU) fiber network and other electrical system infrastructure. Currently, the reservoir pump station building provides limited space for installation of the new pump system in addition to needed electrical and fiber optic infrastructure.
The Project includes a design that will accomplish overall reservoir site improvements including water turnover within the tank, safety and security improvements at the facility, increased electrical capacity while reducing future energy costs, allowing for additional real-time water quality monitoring, and improved maintenance capabilities of the elevated reservoirs. A new dedicated electrical building will house existing and new electrical equipment and will easily accommodate the expansion of the City/DOU fiber network hub.

RESOLUTION NO. 2023-
Adopted by the Sacramento City Council
September 12, 2023
Freeport Reservoir Pump Replacement & Improvement Project
BACKGROUND
A. The Freeport Reservoir is an integral part of the water distribution system, and it has not seen any significant hydraulic improvements since it was constructed, circa 1960.
B. This project includes construction of facility and site improvements, including but not limited to the following: mobile booster pump system, replacement of a pump, electrical building and associated equipment chemical shed, analytical equipment, water quality stations, automated flagpole equipment, and security and safety upgrades. The work will maintain, improve, and increase the resiliency of the Freeport Reservoir.
C. The project was advertised and three bids were received and opened on July 19, 2023.
TNT Industrial Contractors, Inc. was the lowest responsible bidder.
D. A budget augmentation of $3,900,000 is required to provide sufficient funds to the Reservoir Rehab Program (Z14130500, Fund 6005) for the Freeport Reservoir Pump Replacement & Improvement project.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The contract plans and specifications for the Freeport Reservoir Pump Replacement & Improvement Project (Z14130500) are approved.
Section 2. The City Manager or the City Manager’s designee is authorized to execute a contract with TNT Industrial Contractors, Inc. for the Freeport Reservoir Pump Replacement & Improvement Project for an amount not–to-exceed $5,525,870.
Section 3. The City Manager or the City Manager’s designee is authorized to transfer $3,500,000 from the Distribution Main Rehab Program (Z14130400, Fund 6005) @BCL@C41ADBA9, Rev. 09/09/2020
and $400,000 from the Transmission Main Rehab Program (Z14130300, Fund 6005) available fund balances to the Reservoir Rehab Program (Z14130500, Fund 6005).
