Additional Description/Analysis
Issue Detail: The Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project has replaced the prior structurally deficient bridge over Magpie Creek and realigned the creek to the south. The intersection was widened to accommodate turn pockets and Main Avenue was realigned to intersect perpendicular to Rio Linda Boulevard to create a more standard intersection to operate more safely. Additional project improvements include an improved intersection with left and right turn pockets and Class II bike lanes on both Rio Linda Boulevard and Main Avenue. This project is funded with a combination of federal highway bridge replacement funds and local transportation funds for required matching funds and local funds to cover items not considered to be part of a bridge replacement (e.g, the intersection improvements).

Construction of this project has been completed; some of the final construction costs have recently been approved as eligible for Federal Highway Bridge Program grant funding. Approval by the City Council is required to increase the federal funding budget and allow the City to request federal funding for reimbursement. These expenses were incurred in the previous fiscal year (FY22/23).
Policy Considerations: City Council approval is required for fiscal transactions in excess of $250,000.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act and National Environmental Policy Act (CEQA/NEPA): The City adopted a Mitigated Negative Declaration (MND) in compliance with CEQA on October 29, 2013.
The project is funded by Federal Highway Bridge Program funds. As a result, the project is also subject to NEPA requirements. Caltrans is the delegated NEPA review authority under the Federal Highway Administration. On November 21, 2013, Caltrans approved a Categorical Exclusion for the project pursuant to the requirements of NEPA.
Sustainability: Not applicable..
Commission/Committee Action: None.
Rationale for Recommendation: Approval by the City Council is required to make the budgetary adjustments to increase the budget for the additional programmed federal funding. The additional federal funds will be applied to federally eligible items of work.
Financial Considerations: The requested City Council action will add $443,126 (Federal Capital Grants, Fund 3703) to the revenue and expenditure budgets of the Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200). With this transfer there will be sufficient funding to close out all construction costs and submit the federal closure documents. Any remaining local funds will be returned to fund contingency with project closure.
Local Business Enterprise (LBE): Not applicable.

RESOLUTION NO. 2023-
Adopted by the Sacramento City Council

Budgetary Adjustments: Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200)
BACKGROUND
A. The Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project has replaced the structurally deficient bridge over Magpie Creek and the creek has been realigned to the south. The intersection is now widened to accommodate turn pockets and Main Avenue was realigned to intersect perpendicular to Rio Linda Boulevard. Additional project improvements include an improved intersection with left and right turn pockets and Class II bike lanes on both Rio Linda Boulevard and Main Avenue.
B. The construction phase of this project has ended but some of the final construction costs have recently been approved as eligible for Federal Highway Bridge Program grant funding. Approval by the City Council is required to increase the budget to account for the newly approved federal funds into the project. This will allow the Department of Public Works to save local funding previously allocated to the project for other project needs.
BASED ON THE FACTS SET FORTH IN THE BACKGROUND, THE CITY COUNCIL RESOLVES AS FOLLOWS:
Section 1. The City Manager or the City Manager’s designee is authorized to increase the revenue and expenditure budget of the Rio Linda Boulevard Bridge Replacement and Main Avenue Realignment Project (T15095200) by $443,126 (Federal Capital Grants, Fund 3703) and record this transaction in Fiscal Year 2022/23.
