Description/Analysis
Issue Detail: The Speed Lump Project is the construction of asphalt speed lumps, sign installation, and striping to reduce vehicle speeds in residential neighborhoods. The streets are selected through traffic investigations and a voting process where residents are sent ballots to determine if the neighborhood supports approval of speed lump installation.
Policy Considerations: The 2023 Speed Lump Project serves to enhance the quality of life within existing neighborhoods, using neighborhood traffic management techniques, as part of the Vision Zero Safety Program; while recognizing the City’s desire to provide a grid system that creates a high level of connectivity, consistent with General Plan Goal M 4.3.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Community Development Department,

Environmental Planning Services Division, has reviewed the 2023 Speed Lump Project and has determined that the project is exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301. Projects exempted under Class 1, Section 15301(c), consist of the operation, repair, or minor alteration of existing highways, streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion of use. There would be no significant effect on the environment.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: One of the significant factors in traffic related fatalities and serious injuries is speeding. The 2023 Speed Lump Project encourages the reduction of speed on residential streets which is outlined the City’s commitment to Vision Zero/Traffic Safety programs. Speed lumps are one of the most cost-effective methods available to decrease vehicle speeds. All locations included in the project were recently approved by a vote of residents and met the minimum 25 percent return rate and the two-thirds majority vote in favor of speed lump installation. The annual Speed Lump Project typically identifies at least one location per Council District per year. To meet increased demand, additional funding was budgeted for this program in FY22/23 and FY23/24; city staff has addressed all eligible streets on the tracking list of requested speed lump locations.
For FY23/24, staff mailed ballots to residents and property owners along 36 street segments, including 7 locations adjacent to parks or schools. As a result of the resident voting process, the 2023 Speed Lump Project proposes to install speed lumps on 20 street segments, including 4 locations adjacent to parks or schools. Construction will be performed by the City’s Transportation Division and Street Maintenance Division and is expected to begin in October 2023. If unforeseen delays caused by weather or supply chain issues occur, the speed lumps will be rescheduled for Spring 2024.
Financial Considerations: The estimated cost to complete the 2023 Speed Lump Project is $280,000 which includes asphalt speed lump construction, sign installation and striping by the City’s Transportation Division and Street Maintenance Division. There is sufficient funding in the Vision Zero Safety Program (S15184100) to cover the estimated speed lump construction and signing and striping costs and complete the remaining program requirements.
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): Not Applicable.
