Description/Analysis
Issue Detail: On August 22, 2023, the City of Sacramento submitted a grant application to the State of California, Department of Water Resources (DWR) for the sixth round Flood Maintenance Assistance Program (FMAP) FY2023/24 (Resolution No. 2023-0274). DWR reviewed the City of Sacramento’s package and determined that the City’s Local Maintaining Agency (LMA) is eligible for funding.

A new Budget Act of 2023 was established by the State of California and replaces the Budget Act of 2020. The Budget Act of 2023 requires a Local Maintaining Agency Authorizing Resolution, which is provided by this administrative action.

Policy Considerations: Council Resolution 2023-0205 requires City Council approval to apply for operating grants of more than $250,000.

Economic Impacts: None.

Environmental Considerations: The Community Development Department, Environmental Services Manager has determined that the proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The subject activity is an

ongoing administrative fiscal activity and is not subject to CEQA pursuant to CEQA Guidelines Section 15060(c)(3).

Sustainability: The project is consistent with the City's Sustainability Master Plan goal by enabling DOU to continue to improve flood protection. The proposed project also conforms to the Sacramento County Local Hazard Mitigation Plan (LHMP) goals. These projects help to minimize the City’s vulnerability to the impact of natural hazards, improve public awareness, improve the flood control capabilities of the community, and assure conformance to Federal and State Hazard Mitigation Initiatives.

Commission/Committee Action: Not Applicable
Rationale for Recommendation: The approval of the FY2023/24 Local Maintaining Authorizing Agency Resolution would satisfy a requirement imposed by the State of California, allowing the City of Sacramento to receive funding for maintenance activities for the storm drainage system.

Financial Considerations: Not Applicable.

Local Business Enterprise (LBE): Not Applicable.

Background: The FMAP is a program that started in 2018 and provides state funds to Local Maintaining Agencies (LMAs) for eligible maintenance activities to help obtain acceptable maintenance levels of the State Plan of Flood Control facilities (levees, channel, and structures).

This is the sixth round of funding to LMAs. As an LMA, the Department of Utilities Wastewater and Drainage Division Levee Maintenance Section is responsible for the maintenance and inspection of

3.66 miles of levee on the Sacramento River and 19 miles of levees in the South Sacramento Streams Group (Morrison Creek).
