Description/Analysis
Issue Detail: Robert T. Matsui Park is a neighborhood park located along the Sacramento waterfront at 450 Jibboom Street. The Hanami Line Public Art Project is one component to several improvements to the existing park which also will include the planting of cherry tree groves and the installation of decorative walkways, shade canopies, and seating. The park improvements, including the public art sculpture, represent both a welcome community gathering place and a memorable destination spot for Sacramento visitors. The park will draw thousands of visitors to the banks of the Sacramento River each year. The selected artist for the public art has worked with project stakeholders to learn more about this project’s background and goals from which the artist will design, fabricate, and install the new artwork.

Interested artists responded to a national call to artists and over 90 applicants were reviewed during

a diverse and rigorous selection panel review conducted from April through May 2023. On May 10, 2023, after interviews with the four top candidates, the panel selected Reed Madden Designs for the public art commission award.

During the months of June and July, the artists met with stakeholders and developed their concept design, which was presented and received unanimous stakeholder support at the Sacramento Tree Foundation (a project sponsor) on July 24, 2023. The city now wishes to enter into a contract with the artists to finalize their design, fabricate, and install the proposed artwork.

Policy Considerations: Section 3.04.020 of the Sacramento City Code requires City Council approval for agreements involving the purchase, design, fabrication, or receipt of artwork that are more than $250,000.

Economic Impacts: Public art projects contribute to the local economy by providing work for local businesses, including but not limited to, architects, engineers, electricians, and general contractors.

No more than 20% of the contract amount is paid as fees to the artist being commissioned.

Environmental Considerations:.

California Environmental Quality Act (CEQA): A Mitigated Negative Declaration (MND) was completed for the Revised Robert T. Matsui Waterfront Park Master Plan as part of the CEQA clearance for Powerhouse Science Center (Museum of Science and Curiosity) construction project and was approved by City Council June 1, 2010. NEPA clearance has also been completed as part of the Powerhouse Science Center project and City Council approved the Cultural Resources Treatment and Monitoring Agreement on November 9, 2010. The necessary levee encroachment permits were issued by the United States Army Corps of Engineers and Central Valley Flood Protection Board in August 2021.

Sustainability: The City’s Youth Parks and Community Enrichment (YPCE) Department previously reviewed the Hanami Line Renovation Project for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Master Plan 2005-2010. The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation controlled by the centralized irrigation system, and water/energy efficient appliances.

Commission/Committee Action: On September 11, 2023, at the regularly scheduled Sacramento

Arts Culture and Creative Economy (SACCE) Commission meeting, the SACCE Commission passed a motion forwarding the agreement to Council for review and approval.

Rationale for Recommendation: Reed Madden Designs developed their proposal based on stakeholder conversations, site visits, and their own creative exploration of the project and surroundings. They connected directly with Japanese American community members in Sacramento and learned about the Japanese history and culture integral to the park design. During their presentation in July 2023, multiple stakeholders responded favorably to the artists’ proposal and found connections and interpretations of the work that support the overall goals for the park improvements. The APP program finds the artist’s proposal to be responsive to the location for the artwork and to stakeholder discussions around Japanese and Japanese American culture and history. The city now wishes to enter into a Purchase of Artwork agreement with Reed Madden Designs.

Financial Considerations: Upon approval of the recommended budgetary transfer, there will be sufficient funding in the Robert T. Matsui Waterfront Master Plan Project (L19911200) to execute an agreement with Reed Madden Design for the fabrication, installation, and purchase of artwork to be located at the Robert T. Matsui Park in an amount not-to-exceed $280,000. Sufficient funding is available in the Water+ Program (Z14190100) to support the recommended transfer of $279,030 (Water Fund, Fund 6005) to the Robert T. Matsui Waterfront Master Plan Project (L19911200). A generous donation from the Sacramento Tree Foundation in the amount of $120,000 will fund a portion of the public art project.

Local Business Enterprise (LBE): None.
