Additional Description/Analysis
Issue Detail: The City oversees a program in which citizens can report transportation barriers for individuals with disabilities. These barriers are thoroughly investigated, solutions are identified, and if feasible, they are implemented. In response to citizens’requests, the 2023 Audible Signals Project (T15200600) (“Project”) will provide improved accessibility at eight intersection crosswalks on Alhambra Boulevard between J Street and S Street. This project consists of replacing existing pedestrian push buttons with new Accessible Pedestrian System (APS) push buttons at the signalized crosswalks. At intersections that do not currently have pedestrian push buttons within the project boundary, new APS pushbuttons will be installed. The intersections along Alhambra Boulevard include: J Street, K Street, L Street, Capitol Avenue, N Street, P Street, Q Street, and S Street. See Attachment 2 - Location Map.

Plans and Specifications for the Project were completed. See Attachment 4 - Project Plans.

The Project was advertised on July 17, 2023, and three bids were received. Staff recommends that the construction contract be awarded to tThe lowest responsive and responsible bidder was, Bear Electrical Solutions, Inc.

Policy Considerations: The action requested herein is consistent with City Code Title 3.56 and the City’sGeneral Plan goals to improve and diversify the transportation system, enhance and preserve neighborhoods, and improve safety.

Economic Impacts: This new infrastructure is expected to create 1.72 total jobs (0.99 direct jobs and 0.73 jobs through indirect and induced actives) and create $264,880 in total economic output ($166,956 of direct output and another $97,924 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The project is categorically exempt from CEQA under Section 15301 of the CEQA guidelines, as the project consists of the operation and minor alteration of existing public facilities and mechanical equipment and involves negligible or no expansion of existing or former use.

Sustainability: [The project is consistent with sustainability goals of promoting walking and cycling by developing a universally accessible, safe, convenient, integrated, and well-connected pedestrian and cycling system. Transportation is also responsible for 57% of Sacramento’slocal greenhouse gas emissions, the single largest sector. Providing safe and bikeable transportation alternatives helps to reduce single-occupant vehicle use and contributes towards Sacramento’s climate change goals.

Commission/Committee Action: The Project was presented to the Disabilities Advisory Commission (DAC) and on February 1, 2023. The DAC was generally in support of the pProject. .

The only comment from the DAC recommended DAC was requesting that braille be included in at the push buttons, and it was confirmed that braille will be installed on the new push button placards and city staff confirmed with the manufacture, it is included.

Rationale for Recommendation: The project was advertised, and three bids were received on August 9, 2023. The bids are summarized below:

Contractor Bid Amount LBE (5% Min
Goal)
Bear Electrical Solutions, Inc. $429,000 100%
Tim Paxin’s Pacific Excavation, Inc. $498,939 17.1%
St Francis Electric $588,100 14.5%
The Engineer’s Estimate was $320,000. It is recommended that the construction contract be awarded to the lowest responsible and responsive bidder, Bear Electrical Solutions, Inc.

The City Council approval is necessary to move forward with awarding the construction contract.

Financial Considerations: The estimated total cost to complete the 2023 Audible Signals Project (T15200600) is approximately $650,000. There is sufficient funding to award the construction contract for the 2023 Audible Signals Project to Bear Electrical Solutions, Inc. for an amount not- to- exceed $429,000 and cover the remaining construction management and all other program related costs.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): Bear Electrical Solutions, Inc. is an LBE and will exceed the City’s 5% LBE participation requirement by meeting 100% LBE participation.
