Description/Analysis
Issue Detail: On August 16, 2022, the City Council approved the American Rescue Plan Act (ARPA) Childcare Framework and Spending Plan which established a three-pronged approach to expand childcare opportunities and address the childcare worker shortage within the City of Sacramento. The three components of the plan are a childcare provider stipend program, licensed family childcare home startup assistance, and an ECE apprenticeship program. The ECE apprenticeship program is designed to provide education and training to individuals over a six-semester period. Apprentices will enroll in courses at Los Rios Community College District while working at Early Learning & Childcare centers throughout the City of Sacramento. Apprentices will receive paid on-the-job training and mentoring from experienced ECE teachers, and supportive services including tutoring and educational counseling from Los Rios Community College District staff. Upon completion of the program, apprentices will qualify for a child development associate teacher permit through the California Teacher Credentialing Office. The program is designed to meet the immediate labor force need by increasing the ECE workforce. In addition, the ECE

apprenticeship program will build childcare center capacity and help improve the quality of the program.
Policy Considerations: The ECE apprenticeship program was approved as part of the City Council’s ARPA Childcare Framework and Spending Plan on August 16, 2022. Sacramento’s childcare industry continues to be impacted by the COVID-19 public health emergency and an ECE apprenticeship program will help develop a pipeline of childcare workers to address the workforce shortage.
In accordance with AP 4102, Assistant City Manager Michael Jasso approved staff’s recommendation to contract with Los Rios Community College District on a sole-source basis because Los Rios Community College District is the only reasonable and practicable source for the required professional services.
Economic Impacts: The City will use the ARPA reinvestment funds to support the childcare industry and help strengthen the childcare industry by increasing the number of childcare workers, and number of available slots for families to support getting Sacramentans back to work.
Environmental Considerations: California Environmental Quality Act (CEQA): The proposed actions are not a project under CEQA because they relate to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (CEQA Guidelines, §§15060(c)(3), 15378(b)(4)). Further, it can be seen with certainty that there is no possibility that the proposed actions may have a significant effect on the environment. (CEQA Guidelines, §15061(b)(3)).
Sustainability: Not Applicable.
Commission/Committee Action: Not Applicable.
Rationale for Recommendation: The childcare industry has been devastated by the COVID-19 pandemic. The City of Sacramento has seen approximately 250 childcare facilities close, and in 2021 in Sacramento County, the childcare workforce was reportedly down by 13.3% from pre-pandemic levels. Although we have seen some improvement in the workforce, the childcare industry continues to struggle to return to its pre-pandemic levels. To assist with addressing the childcare crisis, City Council allocated $1.5 million for childcare services in the ARPA Framework and Funding priorities.
A key component of the Framework is an ECE apprenticeship program. Approval of the professional services agreement with Los Rios Community College District will allow for the City to continue its support of the childcare industry that has been devastated by COVID-19 and continues to struggle to recover from the pandemic. An ECE apprenticeship program will help increase the number of childcare workers, therefore, increasing childcare center capacity and

moving children off waitlists.
Financial Considerations: On August 16, 2022, City Council allocated $1.5 million from the available fund balance of the ARPA Reinvestment Fund (Fund 1003) to the ARPA Youth and Workforce Training Project (I02612020) to fund the Childcare Framework and Spending Plan.
Staff is recommending that the City Council authorize the City Manager or the City Manager’s designee to execute a professional services agreement with Los Rios Community College District in an amount not to exceed $271,001 to implement the ECE apprenticeship program.
Sufficient funding is available in the ARPA Youth and Workforce Training Project (I02612020) to fund the agreement.
Local Business Enterprise (LBE): Not Applicable.

The Contractor shall have sole responsibility for defense of the actual “trade secret” designation of such information. D. The parties understand and agree that any failure by Contractor to respond to the notice provided by CITY and seek a protective order, in accordance with the provisions of subsection C, above, constitutes a complete waiver by Contractor of any rights regarding the information designated “trade secret” by Contractor, and the information will be disclosed by CITY in accordance with the Public Records Act.

Attachment 1 to Exhibit A Scope of WorkContractor shall develop and implement an early childhood education apprenticeship program(the “ECE Apprenticeship Program”). The purpose of the ECE Apprenticeship Program is to aid in the recovery of the Early Childhood Education (“ECE”) teaching industry, which was disproportionately impacted by the COVID-19 pandemic. Decimated by a combination of school shutdowns, site closures, and a reduction in face-to-face childcare, the ECE industry is experiencing an increased resignation of ECE professionals. Data suggests the number of vacant ECE teaching positions far outpaces the number of highly skilled and credentialed teachers that are qualified to apply for those jobs. The lack of qualified teachers limits the capacity of ECE providers to provide childcare and education services in the Sacramento area to local parents and families in need of safe, reliable, and consistent early learning and childcare. The ECE Apprenticeship Program will be designed to provide education and training to apprentices over a three-year period. Apprentices will enroll in courses at Los Rios Community Colleges while working at Early Learning & Childcare centers throughout the city of Sacramento. Apprentices will receive on-the-job training and mentoring from experienced ECE teachers, and supportive services including tutoring and educational counseling from Los Rios Community College staff. The ECE Apprenticeship Program will be designed to meet the immediate labor force need by increasing the ECE workforce. In addition, the ECE Apprenticeship Program will build childcare center capacity and improve program quality. With these background facts in mind, the Contractor shall provide the Services as follows: 1. Program Initiation. Contractor shall develop and implement the ECE Apprenticeship Program. In doing so, Contractor shall act as the Local Education Agency (“LEA”) and assist with program development with a plan to enroll apprentices by the fall 2023 semester. As part of its LEA responsibilities, Contractor shall form a Joint Apprenticeship Committee (“JAC”) to oversee ECE Apprenticeship Program development and maintenance. The JAC will be composed of City of Sacramento representatives with equal representation from both the management and labor sides, advisors from the LEA, and any other identified stakeholders as needed. 2. Program Development. (a) Contractor shall utilize the following single-tiered approach for developing an ECE Apprenticeship Program for one cohort of 30 apprentices each: (b) Three-Year Associate Teacher Permit Apprenticeship - includes Related Supplemental Instruction (“RSI”) credit units provided in the RSI Plan in Attachment 2 to Exhibit A. (c) The RSI Plan is subject to change depending upon the approval of the JAC. As the LEA, Contractor shall support the development and maintenance of the ECE Apprenticeship Program.
3. Eligibility & Enrollment. Contractor shall develop program eligibility and guidelines for City approval. Eligibility will include a requirement that apprentices reside within the city limits of the City of Sacramento and meet all regulatory requirements including fingerprinting, and background check. Contractor shall support apprentices with the application and enrollment process at colleges in the Los Rios Community College District. Contractor shall provide the ECE Apprenticeship Program, including books and materials, at no cost to apprentices. 4. Marketing. Contractor shall notify current Los Rios Community College District students, community-based organizations, including job centers, youth centers, cultural centers, school districts, adult education sites, and CalWORKs and Welfare to Work programs about the ECE Apprenticeship Program. 5. Coursework. Contractor shall provide the RSI identified by the City. Contractor shall provide recommendations for the RSI and the JAC will approve the RSI to be included in the standards for the ECE Apprenticeship Program. Contractor shall offer the curriculum identified for the ECE Apprenticeship Program in a closed-enrollment, for-credit format, unless determined otherwise by the JAC with prior agreement from the LEA. Sample RSI curriculum must align closely with the Associate Teacher certificate and include 19 semester units (306 lecture hours; 108 lab hours) of ECE coursework. The ECE Apprenticeship Program must also include academic reading and writing support (9 lecture hours; 18 lab hours) classes to encourage student success in the classroom. 6. Educational Support. To foster apprenticeship success and program completion, Contractor shall provide wrap-around support services. Examples of wrap-around support services include but are not limited to food pantry distribution and Disability Services and Programs for Students (DS&PS) accommodations. 7. Vacancies. If a student leaves the ECE Apprenticeship Program without completing it, Contractor shall backfill their space by students on the waitlist or by a staff person working in a licensed childcare center in need of ECE units. City shall be consulted when a vacancy becomes available. 8. Reporting. Contractor shall document and report the following information to assist the City in measuring the effectiveness and outcomes of the ECE Apprenticeship Program and Contractor’s performance under this Contract: (a) Contractor shall include with its invoices for payment under Section 4.C. of Exhibit B a report that includes the following for apprentices enrolled in the ECE Apprenticeship Program: name, home address, job placement site, and demographic data. (b) Contractor shall track, and report demographics based on the City’s identified demographic questions, which may include race and ethnicity, gender, and language(s) spoken. (c) Contractor shall provide a report at the completion of the ECE Apprenticeship Program, or December 31, 2025, whichever occurs first, detailing the number apprentices that completed the ECE Apprenticeship Program, their employment status, and demographic information.
