Description/Analysis
Issue Detail: The project will transform Franklin Boulevard between Sutterville Road/12th Avenue and the City/County limits near 38th Avenue into a “complete street” which serves all modes of transportation. Franklin Boulevard currently has four travel lanes, a center turn lane, and no bicycle lanes. The existing sidewalks have no landscaping or City street trees, and the pedestrian crossings of the street are long. This project will reduce the number of travel lanes to two, with a center turn lane, and install Class IV separated bikeways, trees and landscaping, pedestrian- scale lighting, Americans with Disabilities Act (ADA)-compliant sidewalk and curb ramps, and on-street parking

where appropriate.
In February 2020, the City Council adopted the Franklin Boulevard Complete Street Plan and adopted the Mitigated Negative Declaration and Monitoring Plan. For the purposes of obtaining funding for design, right of way, and construction, the project limits were separated into segments:
· Segment 1, between Sutterville Road/12
th Avenue and 19 th Avenue, was awarded
Federal funding for the preparation of plans, specifications , and estimates (PS&E) through the Sacramento Area Council of Governments (SACOG) Community Design program.
Additional funding for right of way services was provided through Community Development Block Grant funding.
· Segment 2, between 19
th Avenue and 32 nd Avenue, was awarded $1,880,000 of State funding through the Active Transportation Program for preparation of plans, specifications, and estimates, and right of way services.
In 2021, the project was awarded funding for construction through several competitive programs:
· The State Active Transportation Program awarded $9,323,000 for construction funding.
The Franklin Boulevard Complete Street project was ranked as the top-ranked application out of over 400 projects in the statewide competition.
· The City was awarded $5,411,000 of federal funds allocated through SACOG and $750,000 of Measure A Smart Growth Incentive Program funds. · The City was previously awarded $3,000,000 through the SACOG allocation process for construction as part of a previous Community Design funding round.
In total, the Franklin Boulevard Complete Street project has been programmed to receive $11,203,000 in state ATP funds for engineering and construction. In accordance with the SB1 Accountability and Transparency Guidelines, the California Transportation Commission (CTC) requires Baseline Agreements for Active Transportation Program (ATP) projects with a total programmed amount of $10 million or greater in ATP funds. Baseline Agreements establish the agreed upon benefits, project scope, schedule, and cost of a project for which CTC has approved funding.
Policy Considerations: The actions requested herein are consistent with the City’s goals of improving and expanding public safety, and enhancing livability, as identified in the General Plan:
M1.2.1 - Multimodal Choices. The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
These improvements will accommodate cyclists of varying experience levels and abilities and increase overall ridership.

Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The requested action would enable future allocation of state grant funds for the Franklin Boulevard Complete Street Project. The action is an administrative activity that would not result in a direct or indirect significant effect on the environment and is exempt from CEQA review. CEQA Guidelines section 15378(b)(5); 15060 (c)(3).
The City Council adopted the Franklin Boulevard Complete Street Mitigated Negative Declaration and Monitoring Plan on February 4, 2020.
National Environmental Policy Act (NEPA): Caltrans issued a Categorical Exclusion for the Franklin Boulevard Complete Street project on March 16, 2020.
Sustainability: This project advances active modes of transportation by designing a pedestrian- and bicycle-friendly corridor that provides improved accessibility to a wide range of users. A vibrant, multi-modal transportation system reduces vehicle miles traveled, helping the City to achieve reductions of greenhouse gas emissions. Transportation accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. This project implements strategies in the City’s Climate Action Plan to reduce vehicle trips and greenhouse gas emissions.
Commission/Committee Action: Staff presented the project to the Active Transportation Commission (ATC) on February 16, 2017, and November 9, 2017. Staff received supporting comments from the ATC. Staff will present to the Disability Advisory Commission in the near future.
Rationale for Recommendation: The Franklin Boulevard Complete Street Project will improve mobility for pedestrians and bicyclists. Additional local funding is needed for the project to complete the design and right-of-way phases.
In accordance with the SB1 Accountability and Transparency Guidelines, the California Transportation Commission (CTC) requires Baseline Agreements for Active Transportation Program (ATP) projects with a total programmed amount of $10 million or greater in ATP funds.
Adopting a resolution allows the City to execute the Baseline Agreement between the CTC, Caltrans, and the City to accept state funding for the Franklin Boulevard Complete Street Project.
Financial Considerations: The estimated total cost of the project including preliminary engineering,
File ID: 2023-01176 10/17/2023 Consent Item 1.
Financial Considerations: The estimated total cost of the project including preliminary engineering, final design, right-of-way and construction is approximately $23,782,000.
The project has a current budget of $4,323,000. With the transfer of $191,000 (Major Street Construction Tax, Fund 2007) from the State and Federal Grant Match Program (T15007200), the project has sufficient funding to complete the design and right-of-way phases. Based on current estimates, with the remaining funding below programmed for the construction phase, the project is fully funded.
$9,323,000 Active Transportation Program
$8,411,000 Community Design
$ 750,000 Smart Growth Incentive Program
$ 784,000 Local Transportation Funds
The project has a total of $11,203,000 in programmed ATP grant funds by the California Transportation Commission (CTC). $1,880,000 of the ATP funds have already been allocated for engineering and right- of-way. $9,323,000 of the programmed ATP grant funds will be applied towards the future capital construction costs . A specific funding allocation will need to be granted by the CTC when the project has met final design and right-of-way milestones.
The State and Federal Grant Match Program (T15007200) has sufficient funding to accommodate the fund transfer.
Local Business Enterprise (LBE): Not applicable.
