Description/Analysis
Issue Detail: Pioneer Stairs in Old Sacramento is a historic staircase. Over the years the stairs have fallen into disrepair and need replacement. Due to safety reasons, they are presently not open for public use. The design of the stairs is of historical significance and keeping the new stairs similar in nature with a historically accurate design is important to preserving the authenticity of Old Sacramento. The Department of Public Works is seeking approval of a construction contract with Aztec Consulting, Inc. to remove and replace the stairs.

The City’s Preservation Director has reviewed the design for the project and recommends that the City Council approve the project as it is consistent with the U.S. Secretary of the Interior Standards

for the Treatment of Historic Properties (Standards). The Pioneer Stairs is a reconstructed contributing element to the National Historic Landmark-listed and California Register of Historical Resources-listed Old Sacramento Historic District (district). The element was reconstructed out of wood during the 1970s, a period when many contributing resources were reconstructed. The current project would reconstruct the element using metal to prevent future deterioration; however, the reconstructed stairs would appear as they do today, and as they did during the district’s original period of significance. The standards state that “Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials.” This rehabilitation treatment is consistent with the approach being taken on the proposed reconstruction of the Pioneer Stairs. For these reasons, the Preservation Director has concluded the reconstruction of the deteriorated stairs is being undertaken in a manner consistent with the Standards, rehabilitation treatment approach, and would not result in a significant adverse impact to the historical resource (district).

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.60, which requires City Council approval of contracts of $250,000 or more, and Chapter 17.604, which requires site plan and design review by the City’s Preservation Director of City projects within the Old Sacramento national historic landmark historic district.

Economic Impacts: The recommended Pioneer Park Stair Replacement Project, which totals $278,000, is expected to create 2.06 total jobs (1.31 direct jobs and 0.75 additional jobs through indirect and induced activities). Furthermore, it will create $274,473 in total economic output ($174,021 of direct output and another $97,452 of output through indirect and induced activities).

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations:

California Environmental Quality Act (CEQA): The action is categorically exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15331. The project is limited to the maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation, or reconstruction of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. No environmental review is necessary.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: RFQ 20014541004 was issued and approved to develop a list of qualified on-call general contractors that were solicited to assist the Facilities Division staff in delivering projects using a variety of delivery methods, including design build, design assist and standard design / bid / build. This alternative procurement method was approved by City Council on November 17, 2020, consistent with section 3.60.170 (D) of the City Code and the City’s procurement and contracting policies for public projects (AP-4002). Due to the location in Old Sacramento, the historic nature and the safety concerns with the Pioneer Park Stair Replacement Project, the Department of Public Works, Facilities Division used the list of pre-qualified contractors to request proposals to complete this project. Two contractors, DPR Construction and Bobo Construction Inc., elected not to submit proposals. John F. Otto dba Otto Construction and Aztec Consultants Inc. provided proposals for this project.

Staff reviewed the proposals and determined that the proposal form Aztec Consultants Inc. was the best value for the City and supports awarding the Pioneer Park Stair Replacement Project construction contract to Aztec Consultants Inc. for an amount not to exceed $278,000.

Work is anticipated to begin in the Fall of 2023.

Financial Considerations: There is sufficient funding available in the Old Sacramento District Improvements Project (M17700100) to execute the construction contract with Aztec Consultants, Inc. in an amount not to exceed $278,000 for the Pioneer Park Stair Replacement Project and cover the remaining project costs.

Local Business Enterprise (LBE): Aztec Consultants, Inc is not an LBE, but has partnered with an LBE, Halm Metal Fabrication as a subcontractor for this project to meet the minimum LBE participation requirements.
