2-Supplemental Agreement No. 6
Additional Description/Analysis
Issue Detail: Supplemental Agreement No. 6 will expand the Active Transportation Plan scope to include assessment and strategy for tree shading on walking and biking infrastructure. The overall scope for the Plan (known as “Streets for People”) includes an assessment of the existing walking and bicycling infrastructure; identification of barriers to walking, rolling, and access to transit; and provide fundable, actionable project recommendations with the objective of improving safety and mobility and creating a connected active transportation network.
The supplemental scope will include citywide tree canopy analysis that will inform project recommendations. The tree canopy analysis will include two phases: Phase 1 -- a Tree Opportunity Index (TOI) to analyze the existing need for additional tree shade and feasibility for tree canopy

expansion along transportation facilities, and Phase 2 -- utilization of the TOI findings to help prioritize the implementation of tree planting efforts based on the greatest need for shade along existing and planned active transportation networks.
City staff are recommending execution of Supplemental Agreement No. 6 with Alta Planning + Design with an amount not to exceed $50,000 to support this effort.
Policy Considerations: The recommendation in this report is in accordance with the following policies from the Sacramento 2035 General Plan:
M 1.2.1 Multimodal Choices - The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M 4.2.2 Pedestrian and Bicycle-Friendly Streets - In areas with high levels of pedestrian activity (e.g., employment centers, residential areas, mixed-use areas, schools), the City shall ensure that all street projects support pedestrian and bicycle travel. Improvements may include narrow lanes, target speeds less than 35 miles per hour, sidewalk widths consistent with the Pedestrian Master Plan, street trees, high-visibility pedestrian crossings, and bikeways (e.g., Class II and Class III bike lanes, bicycle boulevards, separated bicycle lanes and/or parallel multi- use pathways).
ER 3.1.6 Urban Heat Island Effects - The City shall continue to promote planting shade trees with substantial canopies, and require, where feasible, site design that uses trees to shade rooftops, parking facilities, streets, and other facilities to minimize heat island effects.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The award of a professional services agreement for the preparation of a planning study is exempt from the requirements of CEQA pursuant to CEQA Guidelines Section 15262, Feasibility and Planning Studies. Section 15262 exempts projects involving only feasibility or planning studies for possible future actions, which have not been approved, adopted, or funded. It is anticipated that future projects identified in this plan may be subject to environmental evaluation under CEQA guidelines and possibly National Environmental Policy Act (NEPA) requirements.
Sustainability: The transportation sector accounts for over 50% of community-wide greenhouse gas emissions, the largest single sector in the community. This plan will encourage less driving and
File ID: 2023-01293 10/24/2023 Consent Item 8.
further reduce dependence on the private automobile, laying the groundwork to significantly reduce the use of fossil fuels. The Active Transportation Plan will support City Council sustainability priorities, with a focus on supporting active transportation modes, safety, transit access, and urban tree canopy expansion. The plan will improve the experience for those walking, bicycling, and using transit to foster behavioral change throughout the City. The project will promote urban greening and tree shading on planned active transportation networks, which will reduce the urban heat island effect and reduce ground-level ozone formation.
Commission/Committee Action: None.
Rationale for Recommendation: Alta Planning + Design is currently under contract to prepare an Active Transportation Plan (Streets for People). Supplemental Agreement No. 4 will expand the scope of the project to include a citywide tree canopy analysis and strategy for the bicycle and pedestrian networks.
Financial Considerations: Analyzing the tree canopy along transportation facilities is consistent with the objectives of the Urban Forest Enhancement Program (R15078400). There is sufficient funding within Urban Forest Enhancement Program (R15078400) to support execution of Supplemental Agreement No. 4 with Alta Planning + Design for an amount not to exceed $50,000.
Rather than transferring funding into the Active Transportation Plan (T15180400), this contract supplement will be encumbered in the Urban Forest Enhancement Program (R15078400) (Citywide Landscape and Lighting, Fund 2232) to ensure that this funding is clearly used only for urban forestry analysis and recommendations, consistent with fund eligibility Local Business Enterprise (LBE): Alta Planning + Design is an LBE.

RE: Active Transportation Plan: Tree Canopy Analysis — Supplementary Scope Request Dear Ms. Mancebo:
Alta has developed the following supplementary budget request to support our work on the completion of the City of Sacramento Active Transportation Plan and integrate the Tree Opportunity Analysis into the scope of work. We understand that there may be a need to allocate additional funding for the successful development and completion of the requested supplementary task. We can further discuss the scope and budget for the task below as we proceed with the development of the Master Plan document.
Task 6 - Tree Canopy Analysis
Expanding urban tree canopy is increasingly being recognized as a means for cities to provide pollution absorption, water quality and quantity protection, enhance the active travel experience, improved thermal comfort, storm water management benefits, enhanced mental wellbeing, and improved urban resilience. However, given scarce public resources for tree canopy expansion, targeting resources to where there is a high need and feasibility for tree canopy expansion can maximize their impact. To complete this task Alta has developed three scenarios Alta has developed one scenarios based on the City's level of granularity and data to be utilized. The proposed scenario will leverage licensed high-resolution aerial imagery and Al featured extractions to determine more granular location of existing tree coverage, median planters, and tree beds. These assets will be extracted as vector GIS data by a 3rd party data provider.
Alta proposes two phases of work:
• Phase 1—Tree Opportunity Index: Through this first phase, Alta will develop a Tree Opportunity Index (TOI) that will analyze the existing need for additional tree shade and the feasibility for tree canopy expansion. • Phase 2 — Implementation and Plan Integration Recommendations: The second phase will utilize the TOI findings to help prioritize the implementation of active transportation facilities based on the greatest need for shade and planned active transportation networks.
Alta will develop a methodology memo to provide the City of Sacramento more specifics on the proposed approach for this analysis. This memo will also document key assumptions, methods, inputs, and desired outputs. This memo will be provided for City Staff review and comment before the analysis is conducted. Alta anticipates addressing one (1) round of consolidated, non-contradictory comments.
City of Sacramento l 1
Phase 1 - Tree Opportunity Index
Alta proposes utilizing the following variable categories for the development of a combined tree opportunity index (101). Table 1 below provides a description of the metrics to be considered for this analysis. An analysis approach presentation will be developed by Alta Civic Analytics staff and presented to the City of Sacramento for comment.
Based on City of Sacramento comments, Alta will develop final metrics after identifying which comments they can incorporate or not. Based on these metrics, a final index map showing the results for feasibility and need will be shown in a memorandum documenting the finalized methodology and its results. This index will represent the locations where there is existing opportunity to plant trees where they are needed.
Table 1. Proposed Metrics
Category Metric Description

Deliverables:
This metric would identify locations that lack tree canopy already for identification as a suitable planting location. This analysis would be dependent on the availability of appropriate high resolution land cover classification data or LIDAR classifications to conduct this analysis.
Leveraging CALHEAT and/or Local Climate Zones (LCZ) data, this metric will identify areas with existing high levels of exposure to the urban heat island effect and high land surface temperatures.
Street trees should be planted in areas where they will enhance the public realm and not be too stressed by local environmental conditions. This metric would identify incompatible land uses to support new tree planting such as land types that have high amounts of impervious cover, are industrial in character, or are along freight routes.
By evaluating the proximity to street planting areas wide enough to support street trees in either in medians, landscape zones of sidewalks, and adjacent properties. This analysis will be dependent on either an Al -derived extraction of these locations or an existing inventory within the Public Right of Way (ROW) and LIDAR data classification when evaluating adjacent lands.' Adjacent properties planting areas will only be included in some depth of appropriate land cover is identified along a segments perimeter, and will be tabulated as a separate sub- score relative to the Public ROW data.
• An approach presentation developed and presented by Civic Analytics staff to the City of Sacramento.
Feedback from this presentation will be incorporated into the final methodology. • A comprehensive city-wide Tree Opportunity Index that integrates the various criteria and datasets, in a GIS format compatible with the city's existing planning tools. • A memorandum outlining the methodology, data sources, and findings of the Tree Opportunity Index, including maps and visualizations of priority areas for tree planting. The document will be included in the final Active Transportation Plan as an Attachment.
Extractions for Sacramento may provide value beyond this project and help identify planting areas with opportunity for tree plantings.
Site specific evaluation would still be required to identify true compatibility with planting locations. Without the extractions, Alta can develop proxies based on the LIDAR. However, based on our review of the data provided by the City, there would be a substantial quality difference between the two options.
City of Sacramento l 2
Task 7 — Implementation and Plan Integration
Following the development of the aforementioned TOI, Alta will meet with City of Sacramento staff to discuss how this analysis can inform project implementation and phasing. This may involve reviewing the location of planned facilities and prioritization metrics related to equity, demand, or similar developed as part of the plan. Alta will integrate the TOI index into project prioritization to identify projects that can simultaneously enhance the bicycle and pedestrian environment and expand tree canopy. Additionally, Alta will develop a ROW analysis based on Sacramento parcel data that will identify where there is available legal ROW to complement the planning area data. This prioritization will be used to identify which facilities should be implemented first and what phasing could look like given plan goals.
Deliverables:
• An implementation map identifying how prioritized active travel facilities align with opportunities to encourage tree planting in areas with high opportunity. The results from this analysis will inform the recommendations included in the final Active Transportation Plan. Alta anticipates addressing one (1) round of consolidated, non- contradictory comments.
Budget Summary:
Alta will invoice the City based on Time and Materials not to exceed the amounts listed in the table below:

2 Includes staff time set aside to perform a review and quality control of the data to be used for the analysis. This includes reviewing Ecopia, Parcel, and similar data for quality issues and addressing minor compatibility issues which may be encountered (occasional width calculations, dropping parcels such as condos, etc.).
3 Internal Use License — We have provided as an appendix the Ecopia license agreement that stipulates that the data would be used for this project and then provided to Sacramento under an internal use license. This license restricts how the data can be distributed beyond the City of Sacramento and precludes integration into applications such as open data portals. The open data option is a premium Ecopia charges for data that is not license restricted.
