Additional Description/Analysis
Issue Detail: The Sacramento Police Department (SPD) will present an update on its violent crime reduction efforts, part of which includes recommendations to issue grant awards to community-based organizations to develop or enhance community violence reduction programs.

Beginning in 2022, the SPD initiated a Violent Crime Reduction strategic plan. The plan includes data -driven response, focused enforcement, community outreach, and partnerships with community-

based organizations. As a result of the Violent Crime Reduction strategic plan, the SPD was awarded a Public Safety Partnership technical assistance grant from the United States Department of Justice.

On June 13, 2023, the City Council adopted the Fiscal Year (FY) 2023/24 Approved Budget, which included funding to support the GPIT and EBCVIDS grant programs. To distribute these funds, SPD’s Office of Violence Prevention (OVP), published two grant opportunities on the City’s grants portal (https://grants.cityofsacramento.gov/grants/s/):

1. FY 2023/24 Gang Prevention and Intervention Taskforce (GPIT) (GRANT-2023-000010): Up to $225,000 per award to support programs that prevent and/or reduce youth involvement in community violence.

2. FY 2023/24 Evidence-Based Community Violence Interruption, Disruption, and Suppression (EBCVIDS) (GRANT-2023-000011): Up to $225,000 per award to support programs that interrupt and disrupt youth and young adult involvement in community violence.

The opportunities were published on September 7, 2023, and closed on September 26, 2023. OVP received combined total of 35 applications, totaling $7.9 million in funding needs.

Applications were evaluated and scored by a Review Panel using the following criteria:

1. Description of Community Need (20%): Applicant’s description of the issues/needs that contribute to community violence within the proposed service population(s)/area(s).

2. Project Description (40%): Applicant’s description of its project and how the project is expected to reduce community violence.

3. Organizational Capacity and Competencies (20%): Applicant’s experience with addressing community violence, working with youth, and implementation of grant-funded projects.

4. Project Budget (15%): Line detail of proposed costs necessary to support program efforts.

5. Sustainability (5%): Applicant’s plans to support strategies/activities after the grant has ended.

Based on the evaluations, OVP recommends funding nine (9) GPIT proposals and five (5) EBCVIDS proposals, as described in Attachment 2 of this report.

Policy Considerations: As required by Sacramento City Code 3.04.020, Council approval must be obtained to enter into agreements that will or are expected to exceed $250,000.

Economic Impacts: None
Environmental Considerations: The proposed actions do not constitute a “project” under the California Environmental Quality Act (CEQA). The action is an administrative activity that will not result in indirect or indirect physical changes in the environment (CEQA Guidelines Section 12375(b) (2) and (5)) and is not subject to CEQA requirements (CEQA guidelines Section 15060(c)(3)).

Sustainability: Not applicable.

Commission/Committee Action: Not applicable.

Rationale for Recommendation: Administered by the SPD through the OVP, the GPIT and EBCVIDS grant programs are essential components of the City’s strategies to address community violence and support Sacramento youth and young adults.

Gang Prevention & Intervention Taskforce
Established in 2016, the GPIT grant program awards funding to community-based organizations to deliver prevention and intervention services proven to curb violence; specifically, to reduce gang- involved crime, improve the academic achievement for those already involved or likely to be involved in gangs, and increase opportunities for those already involved or likely to be involved in gangs.

In FY 2022/23, GPIT grantees engaged 756 youth, delivering a total of 198,633 hours of program services. Participants were diverse in race/ethnicity, age, and risk factors: 84% of participants identified as African American/Black, 8% identified as Hispanic, and 9% identified as Asian, two or more races, or White; 58% of participants were under 18 years old; and 51% of participants were considered to be high risk.

Evidence-Based Community Violence Interruption Disruption Suppression The purpose of the EBCVIDS program is to improve community health and safety, by providing violence interruption, disruption and suppression program and services to high-risk youth (and their families) who are disproportionately impacted by violence, particularly to those affected by gang- related homicides, shootings, and aggravated assaults.

In FY 2022/23, EBCVIDS grantees served youth and young adults in Del Paso Heights, Mack Road/Meadowview, and Oak Park by engaging in the following:
· Community Intervention Discussions, 3,910 participants · Emergency Critical Incident Response Activity, 71 incidents · Emergency Support at request of SPD, 8 incidents
· Disruption Response Intervention Prevention Activities, 89 incidents Financial Considerations: There is sufficient fund balance in the OVP Multi-Year Operating Projects (I11003000 and I11003200) to support these proposals. Award extensions are subject to future year appropriations to the MYOP and individual grantee performance.
