Description/Analysis
Issue Detail: Most City of Sacramento Boards, Commissions, and Committees are established to increase community participation and to make recommendations to the City Council on items within their scope and purpose.

As outlined in City Council Rules of Procedure, Chapter 17, the City Clerk is responsible for maintaining all board, commission, and committee files and performing all clerical and administrative support tasks related to the application period for members of the public to serve on these legislative bodies.

The typical recruitment period for an appointee recommended by the Personnel and Public Employees Committee (P&PE) is 120 days. For an appointee recommended by the Mayor or a Councilmember, the recruitment period is typically 60 days.

In addition to the interviews scheduled for the October 2023 meeting, the following P&PE recommendations are pending for the remainder of 2023.

The City Clerk manages the recruitment process such that appointments are made as efficiently as possible. However, in the event that a vacancy on a legislative body has the potential to impede the progress of a project before a quasi-judicial body or the body is experiencing quorum issues such that the conduct of the body cannot be completed, the City Clerk typically asks, in writing, that an appointee whose term has expired to continue to serve until a date certain not to exceed a successor’s appointment.

Government Code section 54972 (Maddy Act) mandates that the City Council shall prepare an appointments list of all regular and ongoing boards, commissions, and committees that are appointed by the City Council. This comprehensive list will be presented to the Council this fall.

Policy Considerations: Sacramento City Code Section 2.40 and City Council Rules of Procedure, Chapter 17.

Environmental Considerations:

California Environmental Quality Act (CEQA): This action is not a project that is subject to CEQA because it is an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. (CEQA Guidelines §15378(b)(5)).
