Description/Analysis
Issue Detail: Parking on certain commercial streets in North Sacramento (refer to Exhibit A) is currently unregulated and often occupied by vehicles for extended periods, making it challenging for customers of neighboring businesses to find convenient parking. Business constituents have requested uniform parking restrictions to ensure adequate parking turnover, which would support local businesses and promote new growth in the area.

Policy Considerations: The recommendations in the report are in accordance with 1) City Code Section 10.36.100, which prohibits parking on streets designated by resolutions during the days and hours indicated on such signs for a period of time longer than specified on such signs.

Economic Impacts: None.

File ID: 2023-01433 11/14/2023 Consent Item 10.

Environmental Considerations:

California Environmental Quality Act (CEQA): The proposed restriction of parking is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21065 because it will not result in either direct or indirect physical changes in the environment. Even if the proposed action were considered a “project,” it would be exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) because implementation of the parking restrictions does not have the potential for causing a significant effect on the environment.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Parking time limits is a tool to ensure that parking spaces are not occupied by long-term vehicle parking. Instead, they will be available for existing and future customers when visiting businesses in the area, which aligns with the intended purpose of on-street parking.

Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $66,500. The recommended parking regulations expenses will be charged to the Department of Public Works, Parking Services Division’s Fiscal Year (FY) 2023/24 operating budget (General Fund, Fund 1001). Sufficient funds exist in the Department of Public Works FY 2023/24 operating budget to implement the recommended parking regulations. The costs for the parking regulations are expected to be recovered within one year from implementation.

Local Business Enterprise (LBE): Not applicable.
