1-Description/Analysis
Description/Analysis
Issue Detail: Uniform shirts, pants, and coveralls, as well as towels, mats, and other cleaning supplies are provided to City staff members in various departments when needed to perform job duties as stipulated in their respective labor agreements. Over 900 staff members are issued uniforms during the year. The current contract with Mission Linen Supply of Sacramento expires on August 31, 2024. As such, staff must solicit for a new contract or make use of a cooperative contract.

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code 3.56 regarding contracts for the purchase of nonprofessional services. Under City Code Section 3.56.230, competitive bidding is not required for contracts of $250,000 or more if the City Council determines on a 2/3 vote that it is in the best interests of the City to suspend competitive bidding. The suspension of competitive bidding can be recommended for various reasons, including the use of alternative methods for contractor selection, such as using an RFP process and/or selecting a contractor based on factors other than, or in addition to, price.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): This report concerns administrative activities and governmental fiscal activities that do not constitute a “project” as defined by the CEQA Guidelines Sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines Section 15060(c)(3)).

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Using an RFP to solicit a contract for these services will allow staff to consider suitability of material, ease of ordering and replacing garments, reporting abilities, experience providing these services, and other criteria in addition to cost. Cooperative contracts are contracts that were solicited and awarded by another government agency and that are made available for use by the City. Allowing staff to consider cooperative contracts will enlarge the pool of possible contractors.

Staff may determine that one contractor cannot meet all the requirements of the various departments.

Staff may recommend that more than one contract be awarded.

Financial Considerations: Funding for this contract or contracts is included in fiscal year 2023/24 operating budget and/or capital improvement program budgets of the departments that utilize these services. Funding for subsequent years is subject to Council approval.

Local Business Enterprise (LBE): The RFP will have a five-point preference for an LBE. The LBE preference does not apply to a cooperative contract.
