Memorandum to Support CEQA Exemption
California Environmental Quality Act
Section 15061(b)(3)
October 3, 2023
Environmental Planning Services
File#: P23-002
300 Richards Boulevard
Sacramento, CA 95811
This Memorandum has been prepared to provide substantial evidence for the Environmental Planning Services conclusion that it can be seen with certainty that the proposed project would not have a significant effect on the environment. CEQA Guidelines section 15061(b)(3).
Project Location: 5900 Franklin Boulevard, Sacramento CA 95824 (APNs: 025-0231- 011, -012, -015, -016 , -017, -018, and 025-0231-032)
Project Description: The proposed requests to construct and operate a ±25,000 square foot vocational skills training and community service center on a ±2.2-acre vacant site immediately west of Franklin Blvd. between 37th and 38th Avenues in the Limited Commercial (R-1-EA-4) and Single-Unit Residential (C-1-R-EA-4) zones. The request requires a rezone of two parcels from R-1-EA-4 to C-1- R-EA-4, Conditional Use PermitV for a non-profit organization that involves PHDOVHUYLFHfood preparationIRURII VLWHFRQVXPSWLRQDQGIRRGVWRUDJHDQGGLVWULEXWLRQ and Site Plan and Design Review for building and site construction.
Land Use
The proposed project consists of development of a several vacant parcels with a vocational skills training and community service center. Two of the vacant parcels are former residentially zoned parcels and require the rezone. The project would also include infrastructure associated with the proposed use. While the project requires amendments to the zoning, the use is generally consistent with the uses in the vicinity of the project and was generally contemplated as part of the Master EIR prepared in conjunction with the 2035 General Plan. The proposed project would not divide an established community and would provide neighborhood services.
2 The project site is surrounded by urban uses, and is served by all public services and utilities.
Aesthetics
The project would not affect any views of rivers or downtown Sacramento. Lighting at the site would be directed downward and would avoid light spill or glare onto adjoining parcels.
The building design would be reviewed as part of the Site Plan and Design Review (SPDR) as required by City Code. The proposed building height is consistent with the adjacent 2-story homes. The project would not have a substantial adverse effect on aesthetics.
Air Quality
The project is on a vacant 2.2-acre site. Construction activities would be subject to rules of the Sacramento Metropolitan Air Quality Management District (SMAQMD). The proposed development of 25,000 square feet center is well below the operational screening criteria established by the SAMQMD for air emissions evaluated. There would be no impacts related to air quality.
Biological Resources
The project site is located in an urban area that was previously developed, and that supports ruderal vegetation. The site is not located within a habitat conservation plan area, and development would not affect habitat for sensitive or protected species. There are no wetlands or vernal pools on the project site.
Cultural Resources
The project site is vacant and surrounded by development in the southern part of the City. The project site is not in an area identified as sensitive for cultural resources.
Energy
The proposed project would be served by existing utility providers for electricity and natural gas. Structures would be designed and constructed in compliance with current building and energy codes. Neither construction nor operation of the project would result in wasteful use of energy.
3 Geology and Soils
The building would meet current building code requirements for seismic reinforcement and lateral design. The soil is a San Joaquin-Urban Land Complex, 0-2 percent slopes.
The San Joaquin soil is moderately deep and well drained soil and would be able to support the weight of the building. There is no indication of soil subsidence, erosion or soil unacceptability.
Hazards
There is no indication that the soil has been polluted requiring a cleanup, that there were underground storage tanks, Department of Defense uses, that the project site was used to dispose of hazardous materials or any other like kind of a situation that could affect water quality (Geotracker - California Water Quality Control Board Data Management System). The project site has not been identified by the California Department of Toxic Substances Control's Data Management System for tracking, cleanup, permitting, enforcement and investigation of hazardous wastes. The site is not listed in the Hazardous Waste and Substantive Sites Cortese List. The proposed use is vocational skills training and community service center and would result in small amounts of hazardous materials on site, but not in excess of such materials found and used in commercial properties throughout the City.
Hydrology, Water Quality, Utilities
As part of the building permitting and plan checking process, construction documents and utility connections and infrastructure requirements would be reviewed and approved by the City of Sacramento Building Department. The proposed use is generally consistent with the general plan and zoning uses that have been considered in the Master EIR—the requested amendments would not substantially change the projections that were used in the planning process.
Noise
The proposed use would not be a substantial noise generating use. Construction noise would be temporary and subject to conditions in the City’s noise ordinance relating to hours of work.
Public Services
The project site is served by public utilities on 37
th and 38th streets and Franklin
Boulevard. Public transportation services including the Regional Transit light rail station are located approximately one mile from the site (47
th Ave Station) and bus lines on
Fruitridge Road and 47th Avenue operate near the site approximately one-half mile to the north and south respectively.
4 Recreation
The project would develop vocational training and community services for residents.
The project would not generate recreational users, but instead would provide for services. The project would not create the need for new park facilities. The project proponent would pay the park development fee per Title 18, 18.56 Park Development Impact Fee, due at the time of issuance of building permit.
Transportation
The proposed project would include parking for bicycles. Normal construction traffic would occur during construction of the project and would not substantially affect local transportation facilities. Traffic generated by operation of the proposed ±25,000 square foot vocational skills training and community service center would not generate sufficient trips or vehicle miles traveled to affect the operation of local streets or highways.

RE: LLaa Familiaa Counselingg Centerss Opportunityy Center (P23-002) Dear Daniel Abbes,
Thank you for providing the Sacramento Area Bicycle Advocates (SABA) the opportunity to comment on the following development. SABA is a non-profit advocacy organization dedicated to enabling people in all communities to make more and safer trips by bicycle. The relevant project requests approval for the construction of a ~25,000 square foot vocational skills training and community service center on 2.2 acres located along Franklin Boulevard between 37th and 38th Avenue. The applicant is requesting the rezoning of two parcels from Single-Unit Residential to Limited Commercial.
Notable aspects of this location include its presence along the commercial corridor of Franklin Boulevard. It resides at the southernmost end of the currently planned Franklin Complete Streets Corridor making this an ideal location accessible by multiple modes of transportation including cycling.
SABA fully supports the project both as an infill project and as a complimentary La Familia project adjacent to the La Familia Maple Neighborhood Center which reduces the need for car trips for individuals who may utilize services at both sites. The pedestrian crossings through the parking lot provide extended curb protection to pedestrians and reduces the vehicle travel lane width, ideally resulting in slower vehicle speeds and reduced vehicle exposure time to crossing pedestrians.
In our support, SABA would like to offer the following recommendations that we feel enhance the bike accessibility of the project.
While we would have preferred the site to position the buildings fronting the street rather than vehicle parking so as to better activate the street frontage space, this would require a significant alteration but should be considered in future La Familia site designs.
Our remaining comment addresses the number and location of the provided bike parking. While the applicant meets the minimum required bike parking provisions, we would request, to better accommodate current and future patrons accessing the site by bike, particularly with the planned Franklin Complete Street improvements, we recommend that short-term bike racks be installed at the northern end of the northern landscaped bioretention area (yellow box “1”) and that additional long- term bike lockers be located near or next to the short-term spaces along the main entrance (yellow box “2”) in the image below. These recommendations would double the short and long-term bike parking capacity as well as provide bike parking at all entrance points to the site.
Cycling is an equitable, environmentally friendly, and widely beneficial means of transportation addressing a multitude of the City’s goals as they pertain to reductions in GHG emissions, traffic collisions, and congestion while improving equity. It is our vision that all people should be able to safely and practically access their destinations by bike.

RE: La Familia Counseling Centers Opportunity Center (P23-002) Dear Daniel Abbes,
Thank you for providing Civic Thred the opportunity to comment on the following development. We are a non-profit advocacy organization dedicated to improving health equity through community-centered policy and systems change in land use, transportation, and community development.
This project supports not only the existing La Familia service sights nearby, but is located along Franklin Boulevard which will support in bringing needed services to existing residents and nearby services requiring less distance traveled between trips and ideally, encouraging alternative modes.
Civic Thread fully supports the project. Commendable design elements include the pedestrian crossings through the parking lot which provide extended curb protection to pedestrians and reduces the vehicle travel lane width, slowing vehicle speeds and reducing vehicle exposure time to crossing pedestrians.
The project provides adequate shade throughout to support reductions in the Urban Heat Island Effect and creates a more pleasing environment in which to be a part of.
Along with our support, Civic Thread has only the following recommendation that we feel enhance the equitable and health supportive designs of the project.
While we would have preferred the site to position the buildings fronting the street rather than vehicle parking so as to better activate the street frontage space, this would require a significant alteration but should be considered in future La Familia site designs.
We recommend that short-term bike racks be installed at the northern end of the northern landscaped bioretention area and that additional long-term bike lockers be located near or next to the short-term spaces along the main entrance. While perhaps seemingly minimal changes, increases to the availability both in quantity and location can be significant in supporting the decision to bike to a destination rather than drive.
Development projects that lead to more walking and active travel are critical to our community’s future.
Human beings need moderate exercise, such as walking, for about 30 minutes a day to promote physical health and well-being. Only 30% of the population in the Sacramento region is active at this minimal level, often due to limitations placed by a built environment not suited to walking and other types of physically active travel. A 30-minute walk is about one and a half miles. If more people could obtain

regular exercise by walking and bicycling to their regular destinations, in lieu of driving, it could yield significant health improvements to the resident population of this area. Reduced driving would also decrease vehicle emissions and the prevalence of asthma, cardiovascular disease, and other air pollution-related conditions.
Civic Thread is working to support increased physical activity such as walking and bicycling in local neighborhoods as well as helping to create community environments that support walking and bicycling. The benefits include improved public health and physical fitness, better air quality, a stronger sense of cohesion and safety in neighborhoods, and more sustainable communities and local economies.
Please notify Civic Thread of future routings or notices for this project.

Subject: La Familia Counseling Centers Opportunity Center (P23-002)
Dear Danny Abbes:
Thank you for providing the Sacramento Metropolitan Air Quality Management District (Sac Metro Air District) with the opportunity to review the routing for the La Familia Counseling Centers Opportunity Center project, a request to construct and operate a ±25,000 square foot vocational skills training and community service center on a ±2.2-acre vacant site at 5900 Franklin Boulevard. We offer the comments below to reduce greenhouse gas emissions, benefit air quality and improve public health.
Urban Heat Island Effect & Public Health Considerations According to the Capital Region Transportation Sector Urban Heat Island Mitigation Project (UHI Project), the urban heat island effect presents a serious challenge for the Sacramento region.
Developed areas in Sacramento range 3 to 9 degrees Fahrenheit warmer than surrounding areas, which results in decreased air quality and associated public health impacts. The urban heat island results from the conversion of undeveloped land to developed land. City Climate Action Plan Policy LU 2.6.8 stipulates that “The City shall reduce the ‘heat island effect’ by promoting and requiring, where appropriate, such features as reflective roofing, green roofs, light-colored pavement, and urban shade trees and by reducing the unshaded extent of parking lots.” x Sac Metro Air District recommends use of certified cool roofs, consistent with recommendations for solar reflectance and thermal emittance in the California Building Energy Efficiency Standards Table 170.2-A for the Sacramento Climate Zone (Zone 12), as applicable. The Cool Roof Rating Council provides a product directory of roofs.
Shade tree plantings are a critical strategy to reduce urban heat island effect impacts, and greater neighborhood tree canopy has been correlated to improvement of overall human health. We commend the regular shade tree plantings along the public sidewalk frontage, particularly in combination with the City of Sacramento’s commendable parking lot shading standards. By reducing the urban heat island effect, shade tree plantings can help reduce ozone formation and create a healthier environment. Shade trees also benefit public health by helping to remove particulate matter from the atmosphere.
To further promote public health, please consider a project configuration that places parking largely to the rear of the proposed building so that the pedestrian entrance has more direct sidewalk access, and the parking lot does not entirely separate the building from the public sidewalk. This prioritizes healthy active transportation and contributes to a more pleasant pedestrian environment. By moving the
La Familia Counseling Centers Opportunity Center
parking lot away from the sidewalk, this kind of project configuration can contribute to cooler, healthier sidewalk conditions.
Construction
All projects are subject to Sac Metro Air District rules and regulations in effect at the time of construction. Please visit our website to find a list of the most common rules that apply at the construction phase of projects. Implementing Sac Metro Air District Basic Construction Emission Control Practices, also available on our website, will facilitate compliance with Sac Metro Air District’s Rule 403, Fugitive Dust.
