Description/Analysis
Issue Detail: The Department of Youth, Parks & Community Enrichment (YPCE) is seeking approval to award a contract to TJR Resources, Inc. for the Westshore Park Project. Westshore Park is a 5.08 -acre neighborhood park located at 3822 Lake Katie Way, Sacramento, CA 95834 in Community Plan Area 10, Council District 1. The improvements will consist of development of concrete walkways, a children swings, a tennis court with pickle ball court overlay, a basketball court, a group exercise area with various fitness equipment stations, a games area with two cornhole games, chess game tables and shade structure and group seating areas, concrete park sign, irrigation system and landscaping.

The formal bid process for this project has been completed and TJR Resources, Inc. has been selected as the lowest responsible and responsive bidder. Construction of the Westshore Park Improvements Project is expected to be completed in Fall 2024.
Administrative budget increases and decreases per fund is approaching the $250,000 limit for Park Impact Fees Available Fund Balance. A reset of the authority limit is requested to account for other minor budget corrections and requests that may arise in the remainder of the fiscal year.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $250,000. Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City. This is also part of the Park Development Process for park planning as stated in the 2005-2010 Parks and Recreation Plan.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This item was published for 10-Day review on November 3, 2023, in compliance with City Code.
R2023-0205 Section 5.3 limits administrative budget increases or decreases to $250,000. Staff is requesting to reset that authority limit for Fund 3204 as administrative transfers made this fiscal year currently amount to $200,000.
Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
The park construction project, in the amount of $1,774,722 is expected to create 7.10 jobs (4.08 direct jobs and 03.02 indirect jobs through indirect and induced activities). Furthermore, it will create $1,095,776 in total economic output ($690,676 of direct output and $405,100 of output through indirect and induced activities).
Environmental Considerations:
On October 25, 2005, the City Council approved the Mitigated Negative Declaration (Resolution 2005 -774) which analyzed the environmental impacts for the Natomas Central Development Project. The proposed improvements for the Westshore Park are consistent with the Plan and what was

previously analyzed and approved. Section 15162 of the CEQA Guidelines provides that additional environmental review need not be prepared unless subsequent changes are proposed in the project, substantial changes occur with respect to the project circumstances, or new information of substantial importance to the project becomes known or available. As none of the conditions listed above relating to Section 15162 exist; additional environmental review is not required. Consistent with the requirements in North Natomas, development is subject to compliance with the Natomas Basin Habitat Conservation Plan (HCP).
Sustainability: The proposed Park Site Amenities Plan has been reviewed for consistency with the goals, policies, and targets of the City’s Climate Action Plan for Internal Operations 2016 Update, the 2035 General Plan, the 2018 YPCE Strategic Plan, and the Parks and Recreation Plan 2005-2010.
The park will advance the goals, policies, and targets of these plans by reducing greenhouse gas emissions and air pollution through the addition of trees, including native and drought-tolerant plantings, and improving the health of all residents through access to a diverse mix of wellness activities. Individual products have not been chosen at this level of development, but the design will include products from recycled materials, if available, and tree and shade covering for minimal heat gain to reduce urban heat islands. The park development will include sustainable design and maintenance guidelines, including the City’s Model Water Efficient Landscape Ordinance (MWELO), low impact development (LID) strategies to infiltrate stormwater and reduce run-off, and River Friendly landscaping program practices by using water efficient irrigation upgrades controlled by the centralized irrigation system, and water/energy efficient appliances.
Commission/Committee Action: None.
Rationale for Recommendation: The formal bidding process for the Westshore Park Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bid was opened on September 20, 2023. Staff received four bids and the result is listed below:

Financial Considerations: Additional funding of $650,000 is necessary to complete the project, including awarding construction contract and staff time. Staff recommends City Council approve the fund transfers as listed in table below: There is sufficient funding in the Park Impact Fee Available Fund Balance for the transfer.

Development of parks creates an ongoing cost for park maintenance and utilities based on the size of the park. Currently, the annual maintenance cost for these additional 5.08± acres of park development is approximately $20,000 per acre or $101,600±. Funding for park maintenance is paid for through a Community Facilities District (CFD) special tax and will be allocated as part of the annual budget cycle for the upcoming fiscal year.
Local Business Enterprise (LBE): At an LBE percentage of 40.74%, TJR Resources, Inc. exceeded the 5% LBE participation requirement.
