The City received $2,000,000 in state grant funds through the California Natural Resources Agency in October 2022. The City conducted a formal procurement process to select a qualified professional engineering firm to complete preliminary engineering, environmental clearance, final design, and construction support for the Two Rivers Trail Phase III Project.

Based on the merits of the written proposals and subsequent interviews, a panel consisting of City staff recommends awarding the contract to the top ranked firm, Dokken Engineering. The design contract will be for preliminary engineering, and environmental documentation (PA/ED), and final design for an amount not to exceed $1,798,923.

Policy Considerations: The project is consistent with the City General Plan goals and key policies of promoting safety and enhancing livability, sustainability, and economic vitality. The project promotes the development of a connected network (General Plan ERC 2.1.2), connections to other trails (General Plan ERC 2.4.3), providing multi-modal choices (General Plan M 1.2.1), and providing a continuous bikeway network (General Plan M 5.1.3). The project is also consistent with the Mobility Element to create a well-connected transportation network through integration of recreation and community facilities with other public spaces. The project is a near-term goal for the bikeway implementation plan. In accordance with the Sacramento City Code Section 4.04.020 and Council’s Rules of Procedure (Chapter 7, Section E.2.d) unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be posted on the City’swebsite and be made available to the public at least 10 days prior to council action. This item was published for 10-Day review on November 3, 2023, in compliance with City Code.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Approval and execution of a professional services agreement for design and environmental review of a project is an administrative activity of the City and is not a "project" as defined in CEQA. CEQA Guidelines section 15378 (b)(2); 15060(c)(3). An appropriate CEQA review will take place as part of project development and approval.

The CEQA review for the project is included in the scope of services of the preliminary engineering.

Sustainability: The project advances active modes of transportation by designing a Class I multi-use trail that provides improved accessibility to a wide range of users. A vibrant, multi-modal transportation system reduces vehicle miles traveled, helping the City to achieve reductions of greenhouse gas emissions. Transportation accounts for 57% of community-wide greenhouse gas emissions, the largest single sector in the community. This project implements strategies in the City’s

emissions, the largest single sector in the community. This project implements strategies in the City’s Climate Action Plan to reduce vehicle trips and greenhouse gas emissions.

Commission/Committee Action: Committee and Commission presentations will take place as part of the project development.

Rationale for Recommendation: On April 19, 2023, the Department of Public Works advertised a request for the competitive selection of a consultant firm or team to provide preliminary engineering, environmental clearance, design, and construction support for the Two Rivers Trail Phase III Project.

Four firms responded: Psomas, Dokken Engineering, BKS, and Dewberry.

A panel consisting of staff from the City’sDepartment of Public Works, Youth, Parks, & Community Enrichment (YPCE), and Sacramento County Parks Department reviewed and evaluated the consultant teams’written proposals based on experience, qualifications, project understanding, and work plan. Two proposals were selected for interviews. After the interviews, Dokken Engineering was chosen by the panel as the top ranked firm.

Approval by the City Council is required to award the contract and execute a Professional Services Agreement with Dokken Engineering.

Financial Considerations: The total estimated cost to complete preliminary engineering and environmental documentation (PA/ED), and final design for Two Rivers Trail Phase III Project (T15225400) is approximately $2,250,000. With the transfer of $200,000 (New Measure A Safety, Streetscape, Pedestrian, and Bicycle, Fund 2039) from the expenditure budget of the State and Federal Grant Match Project (T15007200) to the expenditure budget of the Two Rivers Trail Phase III Project (T15225400), there will be sufficient funding to execute a Professional Services Agreement for an amount not-to-exceed $1,798,923 with Dokken Engineering, complete preliminary engineering, and final design.

There are no General Funds planned or allocated for this project.

Local Business Enterprise (LBE): The contract with Dokken Engineering will exceed the LBE participation goal of 5%.
