Description/Analysis
Issue Detail: Parking on the proposed streets (refer to Exhibit A) within the Elmhurst Neighborhood is currently unregulated and often occupied by vehicles for extended periods, which makes it challenging for residents and their guests to find convenient parking. With support from their Council District office, residents in the project area have requested the installation of two-hour residential permit parking restrictions to ensure adequate parking turnover for residents and guests.

Policy Considerations: The recommendations in the report are in accordance with 1) City Code Section 10.48.040 that states the City Council may, by resolution, designate any residential area as a residential permit parking area. The resolution shall state the boundaries of the area, applicable parking regulations, and fees, if any, to be charged upon permit issuance.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act: The proposed restriction of parking is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21065 because it will not result in either direct or indirect physical changes in the environment. Even if the proposed action were considered a “project,” it would be exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) because implementation of the parking restrictions does not have the potential for causing a significant effect on the environment.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Residents and visitors, supported by the Council office, have requested parking restrictions in the Elmhurst neighborhood in order to support the turnover of parking for residents and their guests. This is consistent with City policies and practices. The UC Davis Medical Center has available off-street employee parking to meet its daily needs.

Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $36,000. These expenses will be charged to the Department of Public Works, Parking Services Division’s Fiscal Year (FY) 2023/24 operating budget (General Fund, Fund 1001). Sufficient funds exist in the Department of Public Works FY 2023/24 operating budget to implement the recommended parking regulations. The costs for the parking regulations are expected to be recovered within one year from implementation.

Local Business Enterprise (LBE): Not applicable.
