Description/Analysis
Issue Detail: As part of the Office of Arts & Culture’s ongoing management of its Multi-Year Operating Projects (MYOPs), a periodic review is conducted and financial resources are reallocated to provide administrative efficiency and to ensure that funding is reserved for a project to move forward.
The Cultural Arts Award (CAA) Program operates on a 3-year grant cycle that assists with general operating expenses to cultural organizations, art service organizations, and community organizations with arts programming. The program aims to increase the quality of life in Sacramento through the support of public programs and activities for Sacramento’s diverse communities. In Fiscal Year (FY) 2021/22 and FY2022/23 award years, the first and second year of the 3-year grant cycle, the Office of Arts & Culture (OAC) was able to award a total of $950,000 per grant year to 69 local nonprofit

organizations. Each grant cycle, $366,000 came from the County of Sacramento, $114,000 from the City match, and $500,000 from Measure U allocation to the Creative Edge MYOP (I02181100).
For FY2023/24 grant cycle, funding is also $950,000 and the recommended budgetary adjustment will ensure the funding of the grant program in its third year. The FY2023/24 budget included a $500,000 augmentation specifically for the CAA Program through the Creative Edge MYOP (I02181100). This action simply moves those funds to the CAA Program for administrative efficiency.
Policy Considerations: Adjustments to projects of $250,000 or more must be approved by City Council.
Economic Impacts: None.
Environmental Considerations: None.
Sustainability: None.
Commission/Committee Action: None.
Rationale for Recommendation: Reallocation of resources ensures that the CAA Program moves forward in a timely manner and that financial reserves are allocated.
Financial Considerations: Sufficient funding is available in the Creative Edge MYOP (I02181100) to support the recommended budgetary transfer. The recommended reallocation of existing resources to CAA will ensure funding for the project is reserved in a single project for administrative efficiency.
Local Business Enterprise (LBE): Not applicable.
