Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division has a need to purchase tires and services to repair vehicles serving various City departments. The contract allows for the purchase of new tires as well as tire services such as tire re-treading, mounting, dismounting, balancing and emergency roadside tire services on City vehicles.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56, which requires purchases that cause the total contract to exceed $250,000 or greater, and Sacramento City Council Rules of Procedure, Chapter 7, Section E.2.d, which requires additional posting time for labor agreements and agreements greater than $1 million. This item shall be made available to the public at least ten (10) days prior to council action. This item was published for 10- Day review on November 17, 2023, in compliance with City Code.
Economic Impacts: None.
File ID: 2023-01467 11/28/2023 Consent Item 9.
Environmental Considerations:
California Environmental Quality Act (CEQA): No environmental review is necessary because the recommendations in this report involve the purchase of parts and services are not considered to be a project in accordance with Section 15378(b)(2) of the guidelines.
Sustainability: Not applicable.
Commission/Committee Action: None.
Rationale for Recommendation: On June 30, 2020, the City Council passed Motion No. 2020-0176 (Contract No. 2020-1480) awarding a five-year contract to Morgan Tire Company for the purchase of fleet tires and tire services for City fleet equipment. Fleet Management Division has determined that, due to a higher rate of utilization than originally anticipated, the current contract authority will be exhausted prior to the end of the contract term and recommends approval of Contract Supplement No. 5 to avoid any disruption in service.
Financial Considerations: Sufficient funds are available in the Department of Public Works, Fleet Management Division’s Fiscal Year (FY) 2023/24 operating budget (Fleet Fund, Fund 6501) to purchase new tires as well as tire services such as tire re-treading , mounting, dismounting, balancing and emergency roadside tire services through June 30, 2024. Purchases made after June 30, 2024, are subject to funding availability in the adopted budget of the applicable fiscal year.
Local Business Enterprise (LBE): Morgan Tire is an LBE.
