1-Description/Analysis
2- Supplemental Contract No. 2: Irrigation Supplies for City Parks Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) has a need to purchase a variety of irrigation supplies required to operate, repair, and maintain over 3,000 acres of city parks, dog parks, and sports fields within parks throughout the City of Sacramento.

Policy Considerations: The recommendations in this report are in accordance with the provisions of the City Code Chapter 3.56 related to the purchase of services and supplies.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): Landscape maintenance in City parks is

exempt from environmental review under CEQA Guidelines section 15301(h), which exempts the maintenance of existing landscaping.

Sustainability: Not applicable.

Commission/Committee Action: None.

Rationale for Recommendation: Invitation for Bid No. B22191311004 was issued in March 2022 to procure irrigation supplies needed for city parks. Four bids were received. A goods agreement was awarded for one year with two optional one-year extensions to Normac Landscape Supply, the lowest responsive and responsible bidder.

Financial Considerations: The original one-year contract for the period beginning May 12, 2021, had a not-to-exceed amount of $160,000. Supplemental Contract No. 1 increased the contract total to $245,000 and extended the contract through June 30, 2024. The proposed Supplemental Contract No. 2 in the amount of $217,309 would increase the agreement’s not-to-exceed amount to $462,309 and execute the final extension through June 30, 2025.

There is sufficient funding in YPCE’s current annual operating budget for this contract. The final extension of this contract will be subject to sufficient funding in the applicable fiscal years’ budget.

Local Business Enterprise (LBE): Normac Landscape Supply is a certified LBE.
