Description/Analysis
Issue Detail: Council adopted Resolution 2023-0073 dated March 21, 2023, authorizing the submission and acceptance of grant funds for the Workforce Innovation and Opportunity Act (WIOA) grant with the Sacramento Employment and Training Agency (SETA) for Fiscal Year (FY) 2024-2028.

The grant amount awarded for FY2023/24 is $222,263 allowing continuation of the Department’s Youth Employment and Training Program. The WIOA grant has 16 of 32 positions identified, but an additional 16 positions are needed for project implementation. The budgeted grant award provides the funding necessary to pay for the additional positions.

Policy Considerations: Any increase or decrease in FTE by department or by fund as authorized in the Operating Budget, by subsequent approval of the Council, or by the City Manager in accordance with this resolution is subject to approval by the Council per City Resolution No. 2023-0205 Section

8.1. Economic Impacts: None.

File ID: 2023-01429 12/5/2023 Consent Item 3.

Environmental Considerations: The California Environmental Quality Act (CEQA), as defined by the CEQA Guidelines Section 15378(b)(2) and (b)(4), are not impacted as this report concerns administrative and government fiscal activities not subject to the provisions of CEQA.

Sustainability: None.

Commission/Committee Action: None.

Rationale for Recommendation: Request authorization to establish the 16 youth aides for a total of

2.08 FTE positions needed to implement the program. The Youth Aide positions are hired and placed work at various locations, exposing them to 21st century skill development and workforce development experiences for future employment. These positions are needed as the Department does not have enough positions in the current budget to staff program. Without the additional 16 grant funded positions YPCE will be unable to fulfill the workplan of the grant. The approved grant award provides funding for these additional positions.

Financial Considerations: Cost for the additional 2.08 staff is approximately $73,920. The positions are a part of the WIOA program that receives funding from SETA. These positions are temporary and will be active until funding ends for these positions in FY2027/28. If additional funding is provided, the department will take a report to council asking for continuation of the positions along with the acceptance of the grant. Funding for this positions is in the FY24 WIOA project (G19090240)(Fund 2702). No General Fund/Measure U funds will be utilized.

Staff recommends the following positions: Youth Aide (16 at 0.13) = 2.08 FTE Local Business Enterprise (LBE): None.
