Local Business Enterprise (LBE): Sacramento Splash is an LBE.
Background: The National Pollutant Discharge Elimination System (NPDES) Stormwater Permit requires the City to ensure that the City conducts public outreach to implement Best Management Practice (BMP) solutions for the target audience that lead to behavioral change and reduce pollutant releases to the municipal storm drain systems and the environment. The City of Sacramento conducts public outreach programs to educate the public about the harmful effects of stormwater pollution and to motivate people to prevent pollution. The ultimate purpose is to improve the quality of urban runoff and protect the quality of local creeks and rivers.
In 2000, Sacramento Splash was selected through a sole source justification to perform stormwater pollution prevention youth outreach services. Sacramento Splash’s program (delivered to grades 4-5) integrates a 13-lesson science curriculum with a field trip to the vernal pools at Mather Field. It focuses on the biological diversity that flourishes in clean water and how to protect aquatic organisms by preventing stormwater pollution. The program teaches children how to become stewards of our local waterways and gives them the opportunity to have a hands-on experience outdoors, which they may not receive in a traditional classroom environment. Sacramento Splash also brings regional value-added to City customers by offering numerous opportunities throughout the year for the public to visit the Splash Education Center and vernal pools at Mather Park.
For FY23/24, Sacramento Splash will continue stormwater pollution prevention youth outreach activities through its science curriculum and field trips to the vernal pools at Mather Park. The outreach services provided by Sacramento Splash continue to be a viable and cost-effective means of helping meet outreach targets and Stormwater Permit requirements.
