Additional Description/Analysis
Issue Detail: Meritage Homes of California, Inc., (Developer) is the developer of the Natomas Panhandle 105 development project, located at the northwest corner of Club Center Drive and Aimwell Avenue. The development is a planned mixed-use project on 589+/- acres of land in North Natomas. The developer has requested to prepare a park amenities site plan for the 15.5-acre community park. After the amenities site plan is approved by the City Council, Developer intends to build Phase 1 of park under a Turnkey Agreement. The Turnkey Agreement will be submitted to Council for review and approval at a later date.

development project to account for the acceptance of the Developer funds. The funds will be used for staff review and approval of the park amenities site plan under a Park Amenities Site Plan Services Agreement.
The Natomas Panhandle 105 development was approved for 1,662 single family dwelling units. This park will be designed as a single 15.5 (net) acre community park to serve the new residents. The Developer desires to prepare the park amenities site plan for the community park at this time. This will allow for construction of the community park concurrently with the installation of new residential housing. The park is anticipated to have the first phase of the park completed when residents start to move into this community.
There are three phases that comprise the community park. Prior to development of the park, an amenities site plan must be prepared and reviewed by the Parks and Community Enrichment Commission (PCEC) and approved by the City Council. The amenities site plan programs the types of recreational amenities and facilities to be developed. The City’s costs for the park amenities site plan review and approval are covered through the Park Services Agreement. The estimated staff cost is $20,000. The costs to review the park construction plans and specifications and inspection costs will be paid for with a future Turnkey Agreement.
Policy Considerations: The Panhandle 105 Unit Development (P16-023) project was approved by City Council on July 3, 2018, and found to be consistent with the City’s General Plan and the goals, policies, standards, and objectives. Providing parks and recreation facilities are also consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods through the provision of parks, recreation, and trail facilities throughout the City.
Economic Impacts: Not Applicable.
Environmental Considerations: By Resolution 2018-0280, City Council certified the Environmental Impact Report (EIR) and Adopted the Mitigation Monitoring Program for the Panhandle Annexation and Planned Unit Development (PUD) Project (P16-013) on July 3, 2018. Environmental review of the public parks within the PUD was conducted as part of the EIR. The proposed action would establish a project account to facilitate the development of the community park within the Panhandle 105 (Z21-124) final map consistent with the PUD. None of the circumstances identified in California Environmental Quality Act (CEQA) Guidelines section 15162 (e.g., change in circumstances or new information that identifies a new significant effect) are present. No further CEQA review is required.
Sustainability: Not Applicable.
Commission/Committee Action: Not Applicable.
File ID: 2023-01515 12/12/2023 Consent Item 7.
Rationale for Recommendation: The Developer has a desire to prepare the park amenities site plan for the community park so that construction of the park can occur concurrently with development of the housing units. This will ensure the park’s construction to be completed by the time the new residents begin to occupy the units.
Financial Considerations: Staff recommends establishing the Panhandle 105 Park Development Project (L19146700) to account for the activities related to the project.
The $20,000 payment from the Developer will be recorded as revenue in YPCE’s FY2023/24 operating budget in the Park Development Impact Fee Fund (Fund 3204) and establish the expenditure budget in L19146700 in the amount of $20,000 (Fund 3204). This will cover staff costs associated with overseeing the preparation of the park amenities site plan, holding the public meetings, PCEC review, CEQA analysis, and City Council approval. Any remaining funds will be used for staff costs to review the design plans and oversee construction of the park.
As stated in City Council Resolution No. 2023-0205, Section 10.2, City Council approval is required to establish (and cancel) CIP projects. Staff is also recommending a budget transfer be approved in order to save administrative authority limit of $250,000.
Local Business Enterprise (LBE): Not Applicable.
