Issue Detail: The Department of Public Works is responsible for managing the City’sinvestment in new transportation infrastructure as well as maintaining and upgrading existing infrastructure developed over the last hundred years. By planning, funding, and delivering capital improvement projects and programs, the Public Works Department improves the safety, accessibility, and usability of the City’s public right of way for all users, including pedestrians, bicyclists, and vehicles.
File ID: 2023-01491 12/12/2023 Consent Item 10.
The Public Works Department currently contracts with professional consulting firms in a variety of engineering, administrative, and planning studies to supplement its staff expertise and abilities.
Professional Services Agreements for on-call services are used to provide for the timely delivery of various Public Works professional services during periods of peak workload. Consultants can provide the needed services within short notice through an on-call agreement.
Through competitive selection processes, professional firms determined to be the most qualified in each of the specialty service categories are placed on a pre-qualified list for use as projects develop or established through on-call professional services agreements to perform specific professional services on a frequent on-call, as needed basis. These include the following services:
· Public Relations/Public Engagement Services
· Transportation Planning Services
· Parking Planning, Policy, and Studies
· Environmental Documentation and Technical Studies
· Traffic Impact Studies and Analysis
· Traffic Data Collection
· City Streets Design
· Traffic Signals and Streetlighting Design
· Traffic Engineering, Operations, Safety and Maintenance · Network Communication Design, Data Science, Intelligent Transportation System Implementation Services
· Geotechnical Engineering and Materials Testing
Materials testing is necessary for virtually all construction projects and is not a service the City can provide with existing staff and it does not have its own laboratory; entering into agreements with six firms provides sufficient capacity to meet ongoing needs.
Policy Considerations: The action requested supports sustainable budget goals to address peak workload needs without adding permanent City employees and is consistent with Chapter 3.64 of the Sacramento City Code and existing policy regarding professional service agreements for capital improvement projects.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): The approval of professional service agreements is not considered a project as defined by Section 15378 of the California Environmental Quality Act guidelines. The recommended action involves no physical

construction and has no potential to cause a significant impact to the environment.
Sustainability: Not applicable.
Commission/Committee Action: None.

· Public Relations/Public Engagement Services
· Transportation Planning Services
· Parking Planning, Policy, and Studies
· Environmental Documentation and Technical Studies
· Traffic Impact Studies and Analysis
· Traffic Data Collection
· City Streets Design

Selected firms will work with Department staff and/or project managers in the planning, analysis, engineering, design or operations of transportation-related projects throughout the City of Sacramento. Individual professional services agreements may range up to $250,000, depending on project scope and complexity. On-Call Professional Services Agreements will be established for professional categories requiring a more frequent, higher volume of anticipated utilization for total amounts greater than $250,000.
Several consulting firms responded to each of the professional categories listed. A panel composed of Public Works staff reviewed and evaluated the proposals from each consultant team based on experience, qualifications, and the City’sLocal Business Policy. Based on the merits of the proposals received, the following firms were selected as the top-ranked firms for the Pre-Selected Professional Services List of consultants.

At a later date, City staff will subsequently bring forward Professional Services Agreements for the Traffic Impact Studies and Traffic Data Collection categories for the City Council approval.
Financial Considerations: After execution of the contracts, service is authorized on a time-and- materials basis by issuing a task order listing the project name, charge code, and budget. Task orders encumbering funds under these agreements will be created based on individual project needs.
The aggregate cost for all addenda for each consultant shall not exceed $500,000. The costs expended under these agreements will be paid for with development project fees, encroachment permit fees, or capital improvement project funds.
Local Business Enterprise (LBE): The City received 92 proposals. Of those, 62 proposals were eligible to receive 5% LBE preference in the proposal score ranking for the Pre-Selected Professional Services List. For the On-Call Professional Services Agreements, all the consultants met the 5% minimum LBE participation goal for the total contract value.
